The current state and prospects of the energy cooperation between Russia, Germany and the EU in the Nord Stream 2 project

Abstract

В работе представлен анализ проблем и перспектив энергетического сотрудничества России, Германии и Европейского союза в рамках реализации «Северного потока – 2» на современном этапе. Проводится исследование основных подходов к вопросам энергетической безопасности и энергетическому сотрудничеству в Европе, ввиду множества определений и трактовок данных понятий предпринята попытка систематизировать знания по отношению ко всему Европейскому региону. Важным элементом работы является изучение особенностей сотрудничества Европейского союза, Германии и России в рамках энергетической политики, подчеркиваются отличительные черты и приоритеты акторов в этой области. Результатом исследования является формирование прогноза в отношении будущего формата энергетического сотрудничества представленных сторон в контексте запуска проекта «Северный поток – 2».

The paper presents an analysis of problems and prospects for energy cooperation between Russia, Germany and the European Union in the framework of the implementation of «Nord Stream – 2» project at the present stage. There is a study of the main approaches to definitions of energy security and energy cooperation in Europe. Taking into account many varieties and interpretations of these concepts, there is an attempt to systematize knowledge in energy policy’s relation to the entire European region. An important element of the work is the research of the features of cooperation between the European Union, Germany and Russia in the framework of energy policy, and emphasizing of the distinguishing features and priorities of actors in this area. The result of the study is the formation of a forecast regarding the future format of energy cooperation of actors, which represented in the context of the launch and work of the «Nord Stream – 2» project.
