Soft power as an instrument of Germany’s foreign policy

Abstract

Представленная работа «Мягкая сила» как инструмент внешней политики Германии» раскрывает особенности использования «мягкой силы» во внешнеполитической концепции ФРГ. Актуальность темы исследования обусловлена тем, что Германия, сегодня являясь ключевым партнером РФ в Евросоюзе, активно использует свои «мягкие» ресурсы на международной арене, и поэтому политические элиты РФ, с оглядкой на опыт и пример ФРГ и с учетом российской национальной специфики, могли бы улучшить положение «мягкой силы» России на международной арене. Целью работы является определение основных инструментов «мягкой силы» Германии и эффективности их действия на примере работы этих инструментов в России. Для достижения этой цели автором сначала приводится характеристика «мягкой силы» как теоретической концепции и политического феномена в целом, затем подробно раскрываются особенности ресурсов и инструментов «мягкой силы» современной Германии, а также анализируется деятельность и влияние институтов «мягкой силы» Германии в России. В результате работы автор выявляет особенности основных ресурсов «мягкой силы» Германии в России и мире, а также даёт оценку эффективности «мягкой силы» ФРГ, опираясь на восприятие Германии глазами россиян.

The presented research paper “Soft power as an implement of the foreign policy of Germany” describes the features of soft power in the foreign policy concept of Germany. The relevance of the research topic is due to the fact that today Germany being a key partner of Russia in the EU actively uses its "soft" resources in the international arena, and therefore, political elite of Russia, with an eye to the experience and the example of Germany and with taking into consideration Russian national specifics could improve the position of soft power of Russia in the international arena. The purpose of this work is to determine the main tools of soft power of Germany and the effectiveness of their actions on the example of the work of these tools in Russia. To achieve this goal, the author first analyzes the "soft power" as a theoretical concept and political phenomenon, then reveals in details the features of the resources and tools of soft power in modern Germany, as well as analyzes the activities and influence of the institutions of German soft power in Russia. As a result, the author identifies the features of the main resources of soft power of Germany in general and in Russia specifically, and therefore assesses the effectiveness of German soft power in Russia, based on the perception of Germany through the eyes of the Russian citizens.
