The reform of local government in Ukraine (2014-2019)

Abstract

Аннотация Реформа местного самоуправления в Украине в 2014-2019 гг В работе характеризуется реформа местного самоуправления в Украине 2014 года, её инициаторы, ход проведения, промежуточные результаты и некоторые факторы её успеха. Для формирования целостной картины относительно данной реформы автором был проведён анализ прошлых попыток реформировать местное самоуправление в Украине и причины их неудач, а также тех обстоятельств, в силу которых наиболее успешной стала именно реформа 2014 года. Особое внимание уделяется внедрению принципа субсидиарности, ведь именно он подразумевает возможность громады самостоятельно решить проблемы на местном уровне, с учетом интересов её жителей. Кроме того, проводится анализ сопутствующих эту реформу изменений в налоговом и бюджетном законодательстве Украины, а также характеризуется опыт отдельных громад после их объединения. Актуальность работы заключается в необходимости проведения демократических реформ в Украине в контексте развития её отношений с Европейским союзом. В работе также выделяется ряд факторов успешности данной реформы и потенциальных проблем, которые тормозят её в настоящее время.

Abstract The reform of local government in Ukraine in 2014-2019. The work describes the reform of local self-government in Ukraine in 2014, its initiators, the course of its implementation, interim results and some factors of its success. To form a complete picture of this reform, the author analyzed previous attempts to reform local self-government in Ukraine and the reasons for their failures, as well as the circumstances by which the reform of 2014 became the most successful one. It especially focuses on the implementation of the principle of subsidiarity, because it implies the possibility of the territorial community to independently solve problems at the local level, taking into account the interests of its residents. In addition, the analysis of changes accompanying this reform in the budgetary system of Ukraine is carried out, and also the experience of some of the territorial communities is characterized. The relevance of this work unfolds in the need for democratic reforms in Ukraine in the context of the development of its relations with the European Union. The paper also highlights a number of factors for the success of this reform and potential problems that currently hinder it.
