The outcomes and lessons of the Cold War in current Russian-American relations

Abstract

В работе раскрывается содержание понятия холодная война через ее рассмотрение в геополитическом, идеологическом и культурном измерениях. В этом контексте рассматриваются итоги холодной войны как для российско-американских отношений, так и для системы международных отношений в целом. Особое внимание уделяется анализу интерпретаций окончания биполярной конфронтации советской/российской и американской сторонами, а также внешнеполитической стратегии Соединенных Штатов после холодной войны, выступившими в качестве главных причин пересмотра Россией подхода к отношениям с Западом. В работе рассмотрено наследие холодной войны в современных российско-американских отношениях и подчеркнута его роль в характере двустороннего взаимодействия после холодной войны. Наличие ядерного оружия и мощного военного потенциала двух стран, а также региональное соперничество представляют собой главные направления влияния наследия холодной войны. Основным фактором противоречий при этом выступает расширение НАТО, которая не только не прекратила свое существование с окончанием холодной войны и исчезновением советской угрозы, но и расширилась вплоть до границ России. В контексте опыта холодной войны и двусторонних отношений России с Соединенными Штатами в период конца 1980-х-2014 гг. проводится анализ современной внешнеполитической концепции России и выделяются возможные направления ее развития.

The paper reveals the content of the concept of the Cold War through its consideration in the geopolitical, ideological and cultural dimensions. In this context, the results of the Cold War are considered both for Russian-American relations and for the system of international relations as a whole. Special attention is paid to the analysis of interpretations of the end of the bipolar confrontation by the Soviet/Russian and American sides, as well as the foreign policy strategy of the United States after the Cold War, which were the main reasons for Russia's revision of its approach to relations with the West. The paper examines the legacy of the Cold War in the contemporary Russian-American relations and emphasizes its role in the nature of bilateral interaction after the Cold War. The presence of nuclear weapons and the powerful military potential of the two countries, as well as regional competition for spheres of influence, are the main areas of influence of the legacy of the Cold War. The main factor of contradictions in this context is the expansion of NATO, which not only did not disappear with the end of the Cold War and the disappearance of the Soviet threat, but also expanded up to the Russian borders. Considering the experience of the Cold War and bilateral Russian-American relations in the late 1980s - 2014, the author analyzes the current foreign policy concept of Russia and identifies possible directions for its development.
