Prospects for the implementation of the Belt and Road initiative in Southeast Asia

Abstract

В выпускной квалификационной работе рассматриваются особенности взаимодействия стран Юго-Восточной Азии с Китаем в рамках выдвинутой в 2013 году инициативы «Пояс и путь». Обозначив теоретическую и финансовую основу, этапы реализации и географическое направление китайского проекта, выявили, что инициатива в основном направлена на решение внутренних, внешнеэкономических и геополитических задач Китая. Основываясь на двух традиционных реалистских типа поведения государств – балансирование и примыкание – дали характеристику поведения стран ЮВА в рамках инициативы и показали влияние, которое оказывает инициатива на их внутреннюю экономику и внешнюю политику. Также показали основные проблемы и сложности китайского проекта «Пояс и путь», формирующие негативное представление о китайском проекте и тормозящие процесс реализации. В свою очередь продемонстрировали на примере территориального конфликта в Южно-Китайском море, как Китай использует инициативу в качестве инструмента экономической дипломатии и влияет на позицию стран ЮВА.

The graduation qualification work analyzes the features of interaction between South-East Asian countries and China in the framework of the Belt and road initiative launched in 2013. Described the theoretical and financial basis, stages of implementation and the geographical direction of the Chinese project are substantiated, it is revealed that the initiative is mainly aimed at solving domestic, foreign economic and geopolitical tasks of China. Based on two traditional realistic types of state behavior of states — balancing and bandwagoning — we have characterized the behavior of Southeast Asian countries within the framework of the Chinese initiative and showed the impact the initiative has on their domestic economy and foreign policy. We also showed the main problems and difficulties of the Belt and road initiative, which form a negative image of the Chinese project and hinder the implementation process. In turn, we demonstrated how China uses the initiative as a tool of economic diplomacy and influences the position of Southeast Asian countries by using the example of the territorial conflict in the South China Sea.
