Sanctions in the context of economic globalization: new challenges and threats to transnational corporations

Abstract

Санкции, введенные против Российской Федерации странами Евросоюза и США в 2014 году на фоне украинских событий, значительным и необратимым образом повлияли на всю экосистему российского общества, а в более общем смысле – и на всю геополитическую обстановку в мире. Первоначальные ограничения имели в большей степени символический характер, нежели представляли реальную угрозу текущему экономическому положению; однако, впоследствии, с расширением санкционного списка, под их действием оказались принципиально важные для функционирования российской экономики предприятия и транснациональные корпорации. Более того, массовые ограничения, наложенные на импорт в Россию значительного перечня западных технологий, усложнили российским компаниям доступ к инновациям и, с одной стороны, должны были вызвать резкий рост внутренних инновационных проектов, а с другой – обнаружить серьезные системные проблемы во взаимодействии государственного и частного секторов и выявить существующие между различными отраслями противоречия. В данной работе мы постарались обратиться к причинам, вызвавшим трудности, с которыми столкнулись российские транснациональные корпорации в период кризиса и рассмотреть дальнейшие перспективы выхода из кризисного положения. Мы исследуем позиции финансового сектора в период наложенных ограничений и проанализируем деятельность банков в условиях отсутствия инвестиционного потока и возможностей к кредитованию из-за рубежа.

The sanctions imposed against the Russian Federation by the countries of the European Union and the United States in 2014 against the backdrop of Ukrainian events significantly and irreversibly affected the entire ecosystem of Russian society, and in a more general sense, the entire geopolitical situation in the world. The initial restrictions were more symbolic than they posed a real threat to the current economic situation; however, subsequently, with the expansion of the sanctions list, under their action were enterprises and transnational corporations that were fundamentally important for the functioning of the Russian economy. Moreover, the massive restrictions placed on the import of a significant list of Western technologies into Russia made it difficult for Russian companies to access innovations and, on the one hand, should have caused a sharp increase in domestic innovation projects, and, on the other hand, discovered serious systemic problems in the interaction between public and private sectors and identify existing between different industries contradictions. In this paper, we tried to address the causes that caused difficulties encountered by Russian multinationals during the crisis and to consider further prospects for overcoming the crisis. We examine the positions of the financial sector during the period of restrictions imposed and analyze the activities of banks in the absence of investment flow and the possibility of lending from abroad.
