Autonomous weapons systems and artificial intelligence: the problems of arms control

Abstract

AWS как новая проблема в области международного контроля над вооружениями в последние годы привлекла большое внимание в этом исследовании, цель которого состоит в том, чтобы сосредоточиться на том, каковы проблемы и перспективы установления контроля над автономной системой оружия и искусственным интеллектом. В диссертации есть три главы. В первой главе представлена предыстория и текущая ситуация с автономной системой вооружения (AWS). На основе опыта военного применения технологии AWS и искусственного интеллекта (ИИ) изучите преимущества и недостатки этой технологии. Во второй главе представлен возможный сценарий с другой точки зрения. Во-первых, это вызов международному гуманитарному праву и этическому уровню. Во-вторых, влияние AWS на стратегическую стабильность. Оба аспекта показывают, что, скорее всего, произойдет в будущем, если не будет эффективного контроля. AWS as an emerging issue in the field of international arms control in recent years had attracted much attention In this research, the aim is to focus on what are the problem and prospective of setting control over the autonomous weapon system and artificial intelligence. There are three chapters in the thesis. Chapter one presents the background and current situation of the autonomous weapon system (AWS). By experience from the military application of the AWS and artificial intelligence (AI) technology study the advantages and disadvantages of the technology. Chapter two presents the possible scenario from different perspective. Firstly is the challenge to AWS from International Humanitarian Law foreseeable and ethical level. Secondly, the impact of AWS on strategic stability. Both aspects show what will likely happen in the future if without effective control. Chapter three presents the necessity and problem of setting control. At the same time, mapping and evaluating the current international approach to control. By studying the question in each chapter to find out why it is necessary for the international community to set control and what are the reasons behind the problems. And finally what are the prospects for the future?
