Intellectual migration: the specifics of Russia in the context of global trends

Abstract

Целью данной выпускной квалификационной работы является выявление основных причин и последствий миграции высококвалифицированных кадров из России в 1990-е – 2020-е гг. В данной работе автор рассматривает понятие такого феномена, как интеллектуальная миграция, сравнивая его с британским термином braindrain, делает разграничения между этими феноменами, а также дает авторское комплексное определение. Изучая данный феномен в Российской Федерации в период с 2000-х годов по настоящее время, автор в первую очередь на основе системного анализа рассматривает три различных подхода к изучению процесса утечки умов и объединяет их в один комплекс для детального рассмотрения данного явления в конкретном государстве. Изучив теоретическую составляющую, автор делает попытку выявить основные причины интеллектуальной миграции из России и направления утечки умов в реалиях глобализации. Методом сравнительного анализа рассмотрены такие факторы, как уровень жизни, экономическая стабильность, вклад в развитие науки и НИОКР, ценность каждого специалиста и др. Ссылаясь на механизмы миграционной политики РФ и других стран, автор дает рекомендации по проблеме интеллектуальной миграции из России.

The aim of this final qualification paper is to identify the main causes and consequences of the migration of highly qualified personnel from Russia in the 1990s - 2020s. In this paper, the author examines the concept of such phenomenon as intellectual migration, comparing it with the British term braindrain, makes distinctions between these phenomena, and provides the author's comprehensive definition. Studying this phenomenon in the Russian Federation from the 2000s to the present, the author first of all considers three different approaches to the study of brain drain based on a systemic analysis and combines them into one complex for a detailed examination of this phenomenon in a particular state. Having studied the theoretical component, the author makes an attempt to identify the main reasons for intellectual migration from Russia and directions of brain drain in the realities of globalization. Using the method of comparative analysis, such factors as living standards, economic stability, contribution to the development of science and R&D, the value of each specialist, etc. are considered. With reference to migration policy mechanisms of the Russian Federation and other countries, the author provides recommendations on the problem of intellectual migration from Russia.
