The situation of ethno-linguistic minorities in the European Union: a comparative analysis of Spain, Germany and France

Abstract

Данная выпускная квалификационная работа посвящена определению перспектив сохранения и развития культуры языковых меньшинств в трех государствах Европейского союза: Испании, Франции и Германии. Особенности истории, географического положения и политической ситуации каждого государства обуславливает различные подходы к формированию лингвистической политики. В работе проводится анализ и сравнение внутренней политики трех стран в отношении языковых меньшинств. В настоящее время наиболее активную политику поддержки языковых меньшинств проводит Германия, тогда как в Испании и Франции центральные власти участвуют в деятельности по сохранению региональных языков в весьма ограниченной степени. Несмотря на это, и Испания, и Франция уже сделали первые шаги в сфере повышения внимания к положению этнолингвистических меньшинств. Изучив ситуации трех государств, автор делает вывод о том, что региональные языки будут продолжать развиваться, несмотря на существование сложностей в данной сфере, основной из которых является использование языка как инструмента политических игр, что приводит к увеличению страхов государств относительно потенциальных сепаратистских настроений. Последние изменения в законодательных базах государств (Испании и Франции) иллюстрируют, что данная тема является обсуждаемой и важной для многих политиков и общества в целом. Это дает надежду на то, что этнолингвистическое богатство европейских государств будет сохраняться и развиваться.

The final thesis is aimed at identifying perspective of linguistic minorities preservation and development in three European Union states: Spain, France, and Germany. The peculiarities of the history, geographical location and political situation of each country determine different approaches to linguistic policy formation. The paper analyzes and compares domestic policies of the three countries in relation to linguistic minorities. Nowadays, Germany is the most active state in supporting linguistic minorities, while in Spain and France central governments are involved in the preservation of regional languages to a very limited extent. Despite this, both Spain and France have already taken the first step in raising awareness of the situation of ethnolinguistic minorities. Having studied the situations of the three states, the author concludes that regional languages will be developing, despite the existence of difficulties in this area, the main of which is the use of language as a tool for political games, which leads to an increase in states' fears regarding potential separatist sentiments. Recent changes in the legislative bases of states (Spain and France) illustrate that this topic is important for many politicians and society. This gives hope that the ethnolinguistic wealth of European states will be preserved and developed.
