Event framework as a tool for developing the territory: a case study of the town of Kem, the Republic of Karelia

Аннотация к магистерской диссертации Диссертация посвящена проблемам развития малых исторических городов и поиску способов их решения через выявление идентичности поселения с помощью создания событийного каркаса на примере г. Кемь. Актуальность исследования определяется потребностью поиска оптимальных методов формирования средовой стратегии при развитии малых исторических городов и сельских поселений с учетом сохранения уникальности и самобытности территории. Выявление и анализ механизмов общей взаимосвязи социального, архитектурно-пространственного, ландшафтного, культурного и исторического контекста позволит создать новое качество среды малого исторического города. Наиболее перспективным механизмом такого рода деятельности можно считать создание событийного каркаса. Первая глава «Основные стратегии формирования идентичности и инструменты ее реализации» посвящена выявлению стратегий формирования идентичности на основании мирового и отечественного опыта и инструментам ее реализации, а также анализу индивидуальных и общих черт малых городов и поселений республики Карелия и актуальным проектам по их развитию. Вторая глава «Контекстный анализ каркасов г. Кемь» посвящена выявлению и анализу контекстов г. Кемь, формирующих и влияющих на идентичность города и его развитие. В третьей главе «Разработка методики развития г. Кемь» предлагается концепция развития города путём создания событийного каркаса на основании формирования тематических маршрутов: природного, духовно просветительского и мемориального, с последующим объединением их в единую систему, разработкой средового благоустройства и сценарной модели сезонного наполнения городской среды тематическими мероприятиями. Предложенная методика может лечь в основу формирования стратегий по проектированию полноценной, востребованной и привлекательной среды малого исторического города. В дальнейшем метод апробированный на примере г. Кемь может быть применен в других малых исторических городах и поселениях и, таким образом, способствовать развитию самосознания их жителей, выявлению и поддержанию идентичности поселений, а также повышению туристической привлекательности.

Punin Annotation for the Master thesis This master thesis is devoted to the development problems of small historical cities and look for ways to solve them through the revealing of identity of the settlement by creating the event framework with the example of Kem city. The relevance of the research is determined by the need to search for optimal methods of forming an environmental strategy in the development of small historical cities and rural settlements, taking into account the preservation of the uniqueness and identity of the territory. Identifying and analyzing the mechanisms of the general relationship of social, architectural-spatial, landscape, cultural and historical contexts will help to give the new opportunity of the environment of a small historical city. The most promising and suitable mechanism for such activity is the creation of the event framework.

The first chapter of thesis named "Basic strategies for the formation of identity and tools for its implementation" is devoted to identifying strategies for the formation of identity based on international and domestic experience and tools for its implementation, as well as the analysis of individual and common features of small towns and settlements in the Republic of Karelia and current projects for its development. The second chapter "Contextual analysis of the frameworks of Kem city" is devoted to the identification and analysis of the contexts of Kem, which form and influence the identity of the city and its development. In the third chapter, "Development of a methodology for the development of the Kem city", a concept of city development is proposed by creating an event framework based on the formation of thematic routes: natural, spiritual, educational and memorial routes, with their subsequent unification into a combined system, the development of environmental improvement and the scenario model of seasonal filling of the urban environment thematic events. The proposed methodology might form the basis for the formation of strategies for the design of a full-fledged, demanded and attractive environment of a small historical city. In the future, the method tested on Kem city might be applied on other small historical cities. It can contribute to the development of self-awareness of their citizens as well as identify and maintain the identity of settlements and also increase tourist attractiveness.
