The Deacon Agapetos and the «Dialogue on Political Science»: two concepts of Byzantine Basileus in VI A.D., part 1

Abstract

The concept of Basileus who is chosen by the God and holds a non-limited power on the Earth is the main point of all the Byzantine political thought, but there is a reasonable question on when this idea was expressed in the form of pure political theory, teaching about the State’s mechanism and functions. Basing on comparative analysis of three political treatises («Exhortation» of Deacon Agapetos, «Dialogue on Political Science» and «On the Strategy»), which were composed during the 6th – first third of the 7th c. A.D., the authors trace the changes in meaning of Basileus-autocrat’s concept, who is endued of the full power by the God and who is similar to the God thanks to his power. Following the clear definition that the political thought is the teaching about essence and forms of the State, contrary to the previous scholars’ view, the authors conclude that during the reign of Justinian only the idea of strict limitation of Emperor’s power existed in the form of pure political thought, because this treatment insisted on restriction of the Emperor's power with the help of old Roman offices, such as Senate or lawful public acclamation. In this sense all the Agapetos’ appeals on Heaven similarity and autocratic power of Justinian seem as the pure rhetoric compilation, a special «pack» of literary clichés, without any claims on precise scholarly-shaped study. Only at the turn of the 6th-7th c. A.D. these rhetoric declamations received a valuable scientific appearance, the set of verification, and as a result, they had been transformed into elaborated and unified political theory.

Идея богоизбранного василевса, который обладает неограниченной властью на зем- ле, проходит лейтмотивом через всю историю византийской политической мысли, но возникает закономерный вопрос: когда именно эта идея оформилась в полно- ценную политическую теорию, учение о механизме и функциях самого государства. На основе сравнительного анализа трех трактатов («Поучение» диакона Агапита, «Диалог о политической науке» и «О стратегии»), созданных в VI — первой трети VII вв., авторы прослеживают изменения в содержании тезиса о василевсе-само- держце, который наделен властью свыше и в этом подобен Богу. Следуя четкому критерию — политическая теория как учение о сущности и формах государства, — авторы приходят к выводу, что в эпоху Юстиниана, вопреки распространенному в историографии мнению, в виде полноценной политической теории существовала только идея об ограничении власти императора системой традиционных римских магистратур. Все призывы диакона Агапита о небесном подобии и самодержавной власти Юстиниана, наоборот, можно рассматривать как чистую риторическую ком- пиляцию, набор литературных штампов, без претензий на научное исследование. И только на рубеже VI–VII вв. эти риторические призывы получили полноценное научное оформление, аргументацию, превратились в целостную и системную по- литическую теорию.
