Territorial disproportions in the tax revenues of the local budgets in the St Petersburg agglomeration

Abstract

В работе рассмотрены территориальные закономерности обеспечения налоговыми доходами местных бюджетов муниципальных образований в Санкт-Петербургской агломерации 2017 году. Установлены сходства и различия в формировании налоговой базы местных бюджетов соседствующих субъектов РФ (Санкт-Петербурга и Ленинградской области). Изучены территориальные особенности механизмов выравнивания бюджетной обеспеченности. Исследована структура местных бюджетов для Санкт-Петербурга, Ленинградской области и муниципалитетов Ленинградской области, относящихся к агломерации. Дана оценка сложившейся ситуации.

The paper deals with the territorial regularities of tax revenues of local budgets of municipalities in the St. Petersburg agglomeration in 2017. Similarities and differences in the formation of the tax base of local budgets of neighboring regions of the Russian Federation (St. Petersburg and Leningrad region) are established. Territorial features of mechanisms of alignment of budgetary security are studied. The structure of local budgets for St. Petersburg, Leningrad region and municipalities of the Leningrad region related to the agglomeration is studied. The assessment of the current situation is given.
