The study and analysis of urban ecomobility in the northlands within the framework of the project "GreenMobility" along with developing guidelines to launch and carry out this project within St.Petersburg

Abstract

Повышение уровня и качества жизни населения относятся к одним из приоритетных задач государства. Развитие транспортной инфраструктуры, особенно в крупных городах, имеет ряд серьезных проблем. К основным проблемам относятся недостаточное финансирование и загрязнение окружающей среды. Скандинавские страны обладают позитивным опытом решения экологических проблем. Проект «Green Mobility» направлен на обмен знаниями и опытом Северных стран и России в сфере управления городской транспортной инфраструктурой с точки зрения охраны окружающей среды и энергоэффективности. В связи с этим, целью исследования является изучение развития и внедрения проекта сотрудничества Северных стран и России «Green Mobility» (Эко-мобильность), который направлен на развитие и продвижение экологичного вождения, а также проведение сравнительного анализа и разработка рекомендаций для внедрения данного проекта на территории Санкт-Петербурга. Для успешного выполнения работы были поставлены следующие задачи: •Изучить скандинавский опыт и провести анализ внедрения проекта сотрудничества Северных стран и России «Green Mobility», который реализуется в России при поддержке МЦСЭИ «Леонтьевский центр» (Санкт-Петербург); •Рассмотреть внедрение велоинфраструктуры в городах России; •Провести сравнительный анализ между городами, в которых проект уже реализуется, и выявить положительные и отрицательные стороны. •Разработать рекомендации для внедрения и реализации проекта «Green Mobility» в Санкт-Петербурге. В работе проведен анализ зарубежного опыта реализации проекта «Green Mobility» на примере городов-участников Оулу (Финляндия), Берген (Норвегия), Орхус (Дания), обзор других лучших проектов в области безопасной транспортной инфраструктуры, а также опыт городов России, таких как Санкт-Петербург, Псков, Калининград и Петрозаводск. Результаты проведенного исследования доказывают, что развитая велоинфраструктура создает оптимальные условия для использования велосипеда в качестве экологически безопасного вида транспорта. Это позволяет решить транспортные проблемы города (особенно в центре), создает благоприятную социальную среду, сокращает расходы на медицину, увеличивает продолжительность жизни и работоспособный возраст, развивает туризм, выгодно позиционирует город как экологически чистую среду обитания, что, в свою очередь, привлекает качественный человеческий капитал и инвестиции. Представлены разработанные автором практические рекомендации для дальнейшего развития экомобильности в Санкт-Петербурге. Результаты исследования доказывают важность международного сотрудничества и обмена опытом между странами.

Raising the level and quality of life of the population is one of the priorities of the state. The current state of transport infrastructure of large cities has a set of serious problems. The main problems are ecology and insufficient funding. Developed bicycle infrastructure can be a way to solve environmental problems. As the world experience indicates, there are many positive examples of such projects, at the same time Russia is still in the stage of the mass cycling formation. In the light of this, the main purpose of research is the study of the implementation of the Northern countries and Russia («Green Mobility») partnership project. This project is aimed at the development and promotion of ecological driving and conducting a comparative analysis and development of recommendations for the implementation of this project in St. Petersburg. The following tasks were: -Examine and analyze the implementation of the project of the partnership between the Northern countries and Russia" Green Mobility", which is being implemented in Russia with the support of Leontief Center (St. Petersburg); -To consider the implementation of bicycle infrastructure in the cities of Russia by the example of St. Petersburg; -To conduct a comparative analysis between the cities, which have already realized the project (or has used) and to identify the advantages and disadvantages -To develop recommendations for the implementation and realization of this project by the example of St. Petersburg. The Green Mobility project is aimed at sharing the knowledge and experience of the Northern countries and Russia in the field of urban transport infrastructure management from the point of view of environmental protection and energy efficiency. The main objective of the project is the assistance to development and strengthening of the bicycle infrastructure and culture of cycling, which is implemented by the government and the citizens of the northwest cities of Russia. Foreign experience of the implementation was analyzed in this work by the example of participating cities Oulu (Finland), Bergen (Norway), Aarhus (Denmark) and the experience of the Russian cities such as St. Petersburg, Pskov, Kaliningrad and Petrozavodsk. For comparison, the review of other best projects in the field of safe transport infrastructure was also carried out. The results of the study prove that the developed bicycle infrastructure creates the optimal conditions for using the bicycle as an environmentally friendly transport. Developed bicycle infrastructure solves the transport problems of the city (especially in the center), creates favorable social environment, reduces medical costs, increases life expectancy and working age, develops tourism, shows the city as an environmentally friendly habitat which attracts high quality human capital and investments. The results prove the importance of international cooperation and exchange of experience between the countries.
