Self-regulating organizations as arenas for public interaction between business and state: Case of construction industry in Saint-Petersburg

Abstract

Работа посвящена исследованию саморегулируемых организаций в двух аспектах: с одной стороны саморегулируемые организации рассматриваются как институт публичной политики в контексте концепции координационного государства, с другой стороны, проводится анализ саморегулируемых организаций в качестве механизма вовлечения в публичность. Автор рассматривает саморегулируемые организации в Санкт-Петербурге как площадки взаимодействия бизнеса и власти, которые позволяют аккумулировать интересы бизнеса и транслировать их органам государственной власти. В результате исследования показано, что в России выстраивается зонтичная модель управления строительной сферой, которая служит для трансляции решений органов власти и контроля над деятельностью бизнеса.

The work is devoted to the study of self-regulated organizations in two aspects: on the one hand, self-regulated organizations are viewed as the institutions of public policy in the context of the "coordinative governance" concept; on the other hand, self-regulated organisations are analyzed as the mechanism for engagement in public affairs. The author considers self-regulated organizations in St. Petersburg as a platform for interaction between business and government, which allows to accumulate business interests and transmit them to public authorities. As a result of the research, it is shown that there is an "umbrella model" of governance in the construction sector which serves to transmit public authorities' decisions and control over business activities.
