Current UN initiatives on the protection of common heritage of mankind

Abstract

Работа посвящена деятельности ООН в сфере сохранения и защиты общего наследия человечества. Основным органом, осуществляющим данную деятельность в рамках ООН , является ЮНЕСКО.Дипломатия Организации Объединенных Наций по вопросам образования, науки и культуры (ЮНЕСКО) включает в себя множество направлений, такие как развитие международной юридической основы, переговоры на двустороннем и многостороннем уровнях, применение положений концепций общего наследия человечества на практике и осуществление надзора за должным исполнением норм защиты культурных и природных объектами. Все это в совокупности даёт возможность объединить усилия государств, организаций и силовых структур по защите общего наследия человечества как на национальном, так и международном уровнях. В 20-21 веках ЮНЕСКО пришлось столкнуться со множеством проблем, такими как бедность,ухудшение экологической обстановки, военные конфликты и гражданские войны. На этом фоне сохранение и защита всемирного наследия стала для ЮНЕСКО ключевой проблемой. Для решения данной проблемы организация пытается объединить усилия государств и координировать их совместную работу. Цель работы осуществить анализ современных инициатив ООН по защите всемирного культурного наследия человечества. В юридическом поле существует серьезная правовая база , приняты международные документы и рекомендации в сфере общего наследия человечества. Однако в практическом плане существуют пробелы, связанные с исполнением положений договоров. Несмотря на это, ЮНЕСКО продолжает осуществлять свою работу.

The thesis is devoted to activity of the UN in the sphere of preservation and protection of the general heritage of mankind. The main body which is carrying out this activity within the UN is UNESCO. Diplomacy of the United Nations Educational, Scientific and Cultural Organization (UNESCO) includes a set of the directions, such as development of the international legal basis, negotiations at the bilateral and multilateral levels, application of provisions of concepts of the general heritage of mankind in practice and implementation of supervision of due execution of norms of protection cultural and natural objects. All this in total gives the chance to combine efforts of the states, organizations and law enforcement agencies on protection of the general heritage of mankind as at the national, and international levels. At 20-21 centuries of UNESCO it was necessary to face a set of problems, such as poverty, deterioration in an ecological situation, military conflicts and civil wars. On this background preservation and protection of the world heritage I became for UNESCO a key problem. For the solution of this problem the organization tries to combine efforts of the states and to coordinate their collaboration. The purpose of work to carry out the analysis of modern initiatives of the UN of protection of the world cultural heritage of mankind. In the legal field there is a serious legal base, the international documents and recommendations in the sphere of the general heritage of mankind are accepted. However on the practical level there are gaps connected with performance of provisions of contracts. Despite it, UNESCO continues to carry out the work.
