Russia and the unification of the Korean peninsula: Economic and political aspects

Abstract

Тема данной дипломной работы – Россия и объдинение государств Корейского полуострова : экономические и политические аспекты. Целью данной выпускной квалификационной работы является определение основных сценариев объединения Кореи, выявление возможности и угрозы, которые они несут для России. Объект исследования – политические, военные, экономические и геополитические аспекты, возникающие в процессе урегулирования Корейского конфликта и объединения Кореи. Предмет исследования – сценарии объединения Кореи. Информационная база исследования. Первая группа документов – официальные стратегии и законы Российской Федерации в сфере национальной безопасности и внешней политики, а так же документы Совета Безопасности, Генеральной Ассамблеи ООН, МАГАТЭ. Вторая группа источников – фактический материал, характеризующих специфику современных международных конфликтов: выступления официальных лиц, документы внешнеполитических ведомств, материалы местных СМИ. Официальные документы, заявления, пресс-релизы МИД РФ, официальных ведомств США, Южной Кореи. Третья группа источников – материалы российских, англоязычных, корейских СМИ с актуальной информацией, фактическими данными. Четвертая группа: аналитические доклады, материалы экспертных центров России, США по проблеме Корейского урегулирования и объединения Кореи. Дополнительная группа фактических источников – статистические базы, характеризующие социально-экономическую обстановку в КНДР и Южной Корее, военный потенциал двух стран Выпускная квалификационная работа состоит из введения, трех глав, заключения, списка использованной литературы и приложения. Во введении обоснована актуальность выбранной темы, поставлена цель и задачи исследования. Глава первая «Основные принципы внешней политики Российской Федерации» раскрывает общие принципы внешней политики Российской Федерации и выявляет ключевые интересы России в Азиатско-тихоокеанском регионе и Корейском полуострове. Во второй главе «Сценарии объединения Корейского полуострова» проведены анализ основных сценариев объединения Кореи: «силовой», коллапс северокорейской государственности, постепенная эволюция КНДР в сторону сближения с Южной Кореей. В третьей главе «Выгоды и затраты для России после объединения двух Корей» выявлены и проведены анализ выгод, которые может получить Россия в случае объединения Кореи, и также угрозы национальным интересам России от объединения Кореи. В заключении приведены основные выводы, полученные в результате проведенного исследования. В соответствие с указанной целью в работе были поставлены и решены следующие задачи: 1. Выявить ключевые интересы России в Азиатско-Тихоокеанском регионе и Корейском полуострове. 2. Провести анализ основных сценариев объединения Кореи: «силовой», коллапс северокорейской государственности, постепенная эволюция КНДР в сторону сближения с Южной Кореей. 3. Определить и проанализировать угрозы национальным интересам России от объединения Кореи. 4. Выявить и провести анализ выгод, которые может получить Россия в случае объединения Кореи.

The theme of this work is Russia and the unification of the Korean peninsula: economic and political aspects. The purpose of this work is to identify the main scenarios of unification of the North and South Korea and to identify the opportunities and threats that they bear for Russia. The object of the research is political, military, economic and geopolitical aspects, that can be arisen in the process of regulation of the Korean conflict and unification of Korea. The subjects of the research are scenarios of unifications of the Korea. Information bases of the research are : The first group of documents is the official strategies and laws of the Russian Federation in the sphere of national security and foreign policy, as well as documents of the Security Council, the UN General Assembly, the IAEA. The second group of documents is the actual material that characterizes the specifics of contemporary international conflicts: speeches of officials, documents of foreign affairs agencies, materials of local media. Official documents, statements, press releases of the Russian Foreign Ministry, official departments of the United States, South Korea. The third group of documents - materials of Russian, English and Korean media with actual information and factual data. The fourth group: analytical reports, materials of Russian and American experts about the Korea’s problem and unification of Korea. An additional group of actual documents are the statistical bases characterizing the socio-economic situation in the DPRK and South Korea, the military potential of the two countries. This work consists of an introduction, three chapters that consistently reveal the content of the work, conclusions and list of literature. In the introduction, the significance of the topic, the goal and tasks of the study are set. In the first chapter "Basic Principles of the Foreign Policy of the Russian Federation", disclosed the general principles of the foreign policy of the Russian Federation and identifies Russia's key interests in the Asia-Pacific region and the Korean Peninsula. In the second chapter "Scenarios of the unification of the Korean Peninsula", analyzed the main scenarios for unification of Korea: the second Korean war, the collapse of the North Korean regime, and the gradual evolution of the DPRK. In the third chapter "Benefits and costs for Russia after the unification of the two Koreas", analyzed the benefits that Russia can obtain after the unification of Korea, and also a threat to Russia's national interests from unification of Korea. In accordance with this goal, the following problems were posed and solved in the work: 1. Identify the key interests of Russia in the Asia-Pacific region and the Korean peninsula. 2. Analyze the main scenarios for unification of Korea: the second Korean war, the collapse of the North Korean regime, and the gradual evolution of the DPRK. 3. Identify and analyze threats to Russia's national interests from the unification of Korea. 4. Identify and analyze the benefits that Russia can get after the unification of Korea.
