The transformation of the Ukrainian military forces in 2014–2015

Abstract

Аннотация Данная работа ставит перед собой цель: на основе источников и литературы оценить качество трансформации вооруженных сил Украины в указанный период, охарактеризовав характер и последствия данного процесса. В соответствии с целью в работе поставлены следующие задачи: • Проследить декларируемые этапы эволюции стратегии национальной безопасности Украины • Выделить основные моменты ключевых программных документов • Осветить значимые события и факты, характеризующие динамику изменений в рядах вооруженных сил Украины • Проанализировать результаты трансформации украинской армии • Оценить степень успешности проведенных реформ Необходимость содержания и реформирования вооруженных сил, с которой столкнулась Украина, и, которая особенно усилилась в последние годы, заслуживает детального изучения. На сегодняшний день этот процесс не завершен и находится в стадии продолжающихся изменений, но приобрел ярко антироссийский характер, что придает особую актуальность данной теме. Структура диссертации обусловлена ее целью и задачами. Диссертация состоит из введения, трех глав, списка источников и использованной литературы. В теоретической части исследования рассмотрена характеристика понятий национальной безопасности и вооруженных сил в качестве основы развития государства. Этому посвящена первая глава магистерской диссертации. Во второй главе данного исследования рассмотрен набор стратегических предпочтений, отраженный в концепциях национальной безопасности Украины, на примере эволюции стратегий, принятых в период с момента обретения независимости, вплоть до окончания указанных хронологических рамок. В третьей главе были отражены изменения, произошедшие в системе управления вооруженных сил Украины, в результате проводимых попыток модернизации армии и повышение уровня обороноспособности государства в военно-стратегической сфере на конец 2015 года.

The abstract The aim of this work is: on the basis of sources and literature to assess the quality of the transformation of the armed forces of Ukraine in the period of 2014-2015, describing the nature and consequences of this process. In accordance with the purpose of the work the following tasks are: • To track the declared stages in the evolution of Ukraine's national security strategy • To highlight key points of key program documents • To highlight significant events and facts that characterize the dynamics of changes in the ranks of the armed forces of Ukraine • To analyze the results of the transformation of the Ukrainian army • To assess the success of reforms The need for the content and reform of the armed forces, which Ukraine faced, and which has intensified in recent years, deserves a detailed study. To date, this process has not been completed and is in the stage of continuing changes, but has acquired a clearly anti-Russian character, which gives particular relevance to this topic. The structure of the thesis is determined by its purpose and objectives. The dissertation consists of an introduction, three chapters, a list of sources and used literature. In the theoretical part of the study, a description of the concepts of national security and the armed forces as a basis for the development of the state is considered. This is the first chapter of the master's thesis. In the second chapter of this study, a set of strategic preferences, reflected in the national security concepts of Ukraine, is considered, with the evolution of strategies adopted from the moment of gaining independence to the end of the specified chronological framework. The third chapter reflected changes in the management system of the Ukrainian armed forces, as a result of ongoing attempts to modernize the army and increase the level of the state's defense capability in the military-strategic sphere at the end of 2015.
