Evaluation of economic efficiency from the introduction of the best available technologies: A case study of the Baltic Shipyard JSC

Abstract

Исследование направлено на решение актуальной научно-практической темы: определение экономической заинтересованности промышленного предприятия в переходе на применение НДТ. Главным преимуществом данного перехода является сокращение издержек производства и повышение экономической эффективности производственного процесса за счет обеспечения экологической безопасности их деятельности. Идея научно-исследовательской работы заключается в предложении алгоритма выбора оптимального комплекса наилучших доступных технологий в области гальванического производства. Основой данного алгоритма является сравнительный анализ современных и прогнозируемых технических, экологических и экономических показателей производственного процесса, и последующая оценка экологического и экономического эффекта. Цель исследования – оценить экономическую эффективность от внедрения наилучших доступных технологий в рамках обеспечения экологической безопасности гальванического производства на примере крупного российского предприятия машиностроения – ОАО «Балтийский завод» В процессе написания работы были проанализированы теоретические основы перехода на НДТ в Российской Федерации, осуществлена характеристика современных производственных процессов цеха гальванических покрытий ОАО «Балтийский завод», проведен сравнительный анализ НДТ в области хромирования и цинкования. На основании разработанной автором методики выбора НДТ как наиболее эффективных выполняется их оценка, и даются рекомендации по осуществлению перехода на НДТ. Главным результатом исследования является вывод о соответствии модели перехода на НДТ современным требованиям энергетической и экологической эффективности и международным нормативам, однако достижение высоких показателей возможно только при комплексном подходе к внедрению данной концепции. Таким образом, правильно организованный процесс перехода на использование НДТ будет способствовать экономической заинтересованности предприятия в нем. Результаты, полученные в процессе исследования, могут быть применимы в качестве методических рекомендаций на этапе подготовительных работ при осуществлении перехода ОАО «Балтийский завод» на использование НДТ.

The research is aimed at solving an actual scientific and practical topic: determining the economic interest of an industrial enterprise in the transition to the application of BAT. The main advantage of this transition is to reduce production costs and increase the economic efficiency of the production process by ensuring the environmental safety of their operations. The idea of research work is to offer an algorithm for choosing the optimal complex of the best available technologies in the field of galvanic production. The basis of this algorithm is a comparative analysis of current and projected technical, environmental and economic indicators of the production process, and the subsequent assessment of the environmental and economic effect. The purpose of the research is to evaluate the economic efficiency from the introduction of the best available technologies in the framework of ensuring the environmental safety of galvanic production using the example of a large Russian machine building enterprise - JSC " Baltiysky Zavod " In the process of writing the paper, the theoretical basis for the transition to BAT in the Russian Federation was analyzed, the characteristics of the modern production processes of the galvanic coating shop of JSC "Baltiysky Zavod" were carried out, and a comparative analysis of BAT in the field of chrome plating and galvanizing was carried out. Based on the BAT selection methodology developed by the author, they are evaluated as the most effective, and recommendations are given for implementing the transition to BAT. The main result of the study is the conclusion that the model of transition to BAT is in line with modern requirements for energy and environmental efficiency and international standards, but achieving high indicators is possible only with an integrated approach to the introduction of this concept. Thus, a properly organized process of transition to the use of BAT will contribute to the economic interest of the enterprise in it. The results obtained during the research process can be applied as methodological recommendations during the preparatory work phase when JSC Baltiysky Zavod transitions to use BAT.
