The issue of the formation of BRICS as the basis for modern multipolarity

Abstract

Современное состояние системы международных отношений указывает на отсутствие общепринятой и универсальной модели мирового устройства. Различные акторы международных отношений по-своему толкуют ее: тезис об однополярности современного мира во главе с США и союзниками по НАТО оспаривается сторонниками многополярности, то есть наличия нескольких равнозначных центров силы. Одним из продуктов существующей системы и уникальным феноменом, развивающим идеи многоцентризма, стало получившее свое развитие в 2009 году межгосударственное неформальное объединение БРИКС, объединяющее Бразилию, Россию, Индию, Китай и Южноафриканскую Республику. Автором были проанализированы ключевые документы, принятые в рамках БРИКС, а также каждой страной в отдельности, определяющие концептуальные основы формирования многополярного мироустройства странами-участницами. Целью работы стало определение проблем в развитии межгосударственного объединения БРИКС и обоснование перспектив его развития. В ходе исследования дана оценка эффективности функционирования группы, определены кризисные явления внутри объединения, проведен сравнительных анализ экономик стран БРИКС. В результате исследования были определены различия подходов государств-членов БРИКС не только к решению острых политических и экономических вопросов, но и различия в идеологемах самой многополярности. Итогом исследования является предложенный автором наиболее реалистичный сценарий дальнейшего развития объединения, согласно которому лишь активизация в решении спорных вопросов внутри самого БРИКС и унификация представлений о многополярности могут привести к реальным успехам.

The current state of the system of international relations indicates the absence of a generally accepted and universal model of the world order. Various actors of international relations interpret it in their own way: the thesis of the unipolarity of the modern world led by the United States and NATO allies is challenged by the proponents of multipolarity, that is, the existence of several equivalent centers of power. One of the products of the current system and the unique phenomenon developing the ideas of multicentrism was, received its development in 2009, interstate informal unification BRICS that unites Brazil, Russia, India, China and the South Africa Republic. The author analyzed key documents adopted within the BRICS, as well as by each country separately, which determine the conceptual bases for the formation of a multipolar world order by the participating countries. The goal of the work was to identify problems in the development of the interstate association BRICS and substantiate the prospects for its development. The study evaluated the effectiveness of the group’s operation, defined crisis phenomena within the association and carries out comparative analysis of BRICS economies. As a result of the study, the differences in the approaches of the BRICS member states were determined not only to the solution of acute political and economic issues, but also to the differences in the ideologies of multipolarity itself. The result of the research is the most realistic scenario proposed by the author for the further development of the association, according to which only activation in resolving controversial issues within the BRICS itself and unifying the notions of multipolarity can lead to real success.
