The role of the negotiation process in the settlement of the armed conflict in eastern Ukraine

Abstract

В настоящей работе исследована роль переговорного процесса в урегулировании вооружённого конфликта на востоке Украины. Особое внимание уделено анализу «норманнского» и «минского» переговорных форматов в контексте урегулирования конфликта. Данная тема рассматривается в исследовании в следующих хронологических рамах: апрель 2014 года (формирование переговорного процесса) – февраль 2017 (кризис минских договорённостей). В ходе исследования проведён анализ структуры и характер деятельности «нормандского» и «минского» форматов, а также анализ соглашений, которые были приняты в рамках данных моделей. На основе проведённого анализа в данной работе выделены ключевые противоречия в рамках переговорного процесса, а также определены сценарии дальнейшего развития переговорного процесса по урегулированию конфликта.

The negotiation process in the settlement of the armed conflict in the east of Ukraine is analyzed in this research. Particular attention is paid to the analysis of the "Norman" and "Minsk" negotiating formats in the context of the conflict settlement. This topic is considered in the following chronological frames: April 2014 (forming of the negotiation process) - February 2017 (the crisis of the Minsk treaties). In the course of the study, the analysis of the structure and nature of the activities of the "Norman" and "Minsk" formats, as well as an analysis of the agreements that were adopted within the framework of these models are realized. Based on the analysis, key problems in the negotiation process and certain scenarios for the further development of the negotiation process for resolving the conflict are highlighted.
