Prospects of using the blockchain system in monetary regulation

Abstract

Цель данной работы дать характеристику положения в мире технологии блокчейн, находящейся в основе криптовалюты, а также проанализировать перспективы её распространения и развития. Тема крипотовалют в настоящее время остроактуальна. Это обусловлено тем, что в мировой экономике наблюдается массовый переход на информационные технологии. Блокчейн является перспективной инновацией в монетарной сфере, позволяющей решить ряд задач, таких как повышение уровня прозрачности, безопасности, снижение транзакционных издержек. В работе будут рассмотрены возможные пути применения криптовалюты, как частного случая использования технологии блокчейн, в монетарной политике. В первой главе приводится обзор использования технологии блокчейн в современном мире. Чтобы провести подобный анализ, криптовалюта рассмотрена в контексте функций денег вообще, а также насколько понятие валюты на основе блокчейн соотносится с понятием электронных денег. Кроме того, производится анализ структуры технологии блокчейн с точки зрения криптографии и вытекающие из ёё структуры преимущества. Также в первой главе даётся краткая характеристика легитимности криптовалюты в настоящее время, и возможные пути развития технологии блокчейн кроме как основы для криптовалюты. Во второй главе проводится анализ возможности внедрения системы блокчейн в контексте денежно-кредитного регулирования. Для этого рассматривается отношение центральных банков к цифровым валютам, операции, которые они могут проводить. Также даётся краткий обзор возможности выпуска собственной криптовалюты центральными банками разных стран. Кроме того во второй главе кратко рассматриваются прочие потенциальные препятствия, которые могут возникнуть на пути к распространению использования технологии блокчейн. Для более точного понимания положения системы блокчейн в мире проводится анализ связности волатильности биткоина с индексом неопределенности в мире VIX. В ходе исследования применялись такие методы как историко-логический сравнительный и эволюционного анализа, а также метод эконометрического анализа. В работе подробно разобрана статья Сатоси Накомото “Bitcoin: A Peer-to-Peer Electronic Cash System”, в которой создатель данной технологии описывает цели и задачи, созданной им криптовалюты, а также сущность и структуру технологии. Также были использована книга Мелани Свон “Blockchain: Blueprint for a New Economy” и аналитический обзор, выпущенный компанией Goldman Sachs “Blockchain. Putting Theory into practice”.

The purpose of this work is to characterize the situation in the world of blocking technology, which is the basis of the crypto currency, and also to analyze the prospects for its spread and development. The theme of cryptovolute is now acute. This is due to the fact that the global economy is experiencing a massive shift to information technology. Blocking is a promising innovation in the monetary sphere, which allows solving a number of tasks, such as increasing the level of transparency, security, and reducing transaction costs. The paper will consider possible ways of applying the crypto currency, as a particular case of using blocking technology, in monetary policy. The first chapter provides an overview of the use of blockade technology in the modern world. To conduct such an analysis, the crypto currency is considered in the context of the functions of money in general, and also to what extent the concept of currency on the basis of the blockage is correlated with the concept of electronic money. In addition, the analysis of the structure of blocking technology from the point of view of cryptography and the resulting benefits of its structure follow. Also, in the first chapter, we give a brief description of the legitimacy of crypto currency at the present time, and possible ways of developing blockade technology except as a basis for crypto currency. In the second chapter, an analysis is made of the feasibility of implementing a blocking system in the context of monetary regulation. For this purpose, the attitude of central banks to digital currencies, the operations that they can carry out. Also, a brief overview of the possibility of issuing its own crypto currency by central banks of different countries is given. In addition, the second chapter briefly discusses other potential obstacles that may arise along the way to the spread of the use of blocking technology. For a more accurate understanding of the position of the block system in the world, the connectivity of bitcoin volatility with the uncertainty index in the world of VIX is analyzed.
