Measures of social support for families with children (at the regional level)

Abstract

Данная работа посвящена актуальной теме – анализу системы поддержки семей, имеющих детей. Особую ценность в рамках работы представляет анализ регионального опыта поддержки семей в России. Структурно работа состоит из введения и двух глав. Во введении описывается необходимость изучения данной проблематики, формулируются проблема, объект, предмет, цель, задачи и методы исследования. А также приводится краткий анализ литературы по проблематике работы. В первой главе рассматриваются понятия семьи. Характеризуются основные типы проблем, с которыми сталкиваются семьи. Также в главе описана система поддержки семей с детьми в России. Проанализированы меры их экономической поддержки. Во второй главе изучаются региональные гарантии семьям, имеющих детей и описывается деятельность СПб ГБУ СОН «Центр социальной помощи семье и детям Василеостровского района», и специфика работы Отделения дневного пребывания несовершеннолетних, где описываются виды социальных услуг, которые предоставляет Центр, способы, сроки их получения и категории получателей, которые имеют права на получении услуг, рассматриваются формы обслуживания, документы, необходимые при поступлении клиента, алгоритм сопровождения клиента, алгоритм снятия клиента с социального обслуживания. Также, на основе собственного исследования, проведен анализ реальной помощи семьям в СПб ГБУ СОН «Центр социальной помощи семье и детям Василеостровского района». Изучено мнение самих семей и степени удовлетворенности существующими мерами поддержки, а также самооценка их материального положения.This work is devoted to the actual topic-the analysis of the system of support for families with children. The analysis of the regional experience of supporting families in Russia is of particular value. Structurally, the work consists of an introduction and two chapters. The introduction describes the need to study this problem, formulates the problem, object, purpose, objectives and methods of research. And also provides a brief analysis of the literature on the problems of the work. The first Chapter deals with the concept of family. The main types of problems faced by families are characterized. The Chapter also describes the system of support for families with children in Russia. Measures of their economic support are analyzed. The second Chapter examines the regional guarantees for families with children and describes the activities of St. Petersburg "Center for social assistance to families and children of Vasileostrovsky district", and the specifics of the day Care Department of minors, which describes the types of social services provided by the Center, the methods, timing of their receipt and the categories of recipients who are entitled to receive services, considers the forms of service, documents required for the client's admission, the algorithm of customer support, the algorithm of removing the client from social services. Also, on the basis of our own research, the analysis of real assistance to families in St. Petersburg "Center for social assistance to families and children of Vasileostrovsky district". The opinion of the families and the degree of satisfaction with existing support measures, as well as self-assessment of their financial situation are studied.
