Benchmarking in infrastructural sectors: Analysis of methodology and application (the case of electricity)

Abstract

This working paper presents methodology for benchmarking infrastructural sectors with power supply model as an example. The paper shows some benchmarks for analysis of power supply efficiency and effectiveness dynamics concerned with the industry reforming. These benchmarks characterize the results of reforming market design and market structure, productivity and efficiency, the industry state regulation.
