The return of the historical name to the city of St.Petersburg in 1989 – 1991: The social and political aspects

Работа посвящена Движению за возвращение городу на Неве названия «Санкт-Петербург». Актуальность исследования обусловлена острым политическим характером вопроса возвращения Санкт-Петербургу исторического названия, а также мифологией, возникающей вокруг него. Объектом представленного исследования избрана общественно-политическая жизнь Ленинграда в годы перестройки. Предметом исследования стали деятельность населения города по возвращению своему мегаполису исторического названия и взаимоотношения общественности с государственной властью в данном вопросе. Первая глава посвящена предпосылкам формирования Движения. Во второй главе рассматривается путь восхождения инициативы о возвращении городу его имени с улиц и площадей в стены зданий, представляющих официальные институты власти. Третья глава посвящена юридическим тонкостям процесса изменения названия города федерального значения, каким был и является Ленинград-Санкт-Петербург. Работа опирается на широкий круг источников, в том числе архивные дела, многие из которых вводятся в научный оборот впервые. Определены инициаторы возвращения исторического названия Санкт-Петербургу, в строго хронологическом ключе изучен сам процесса возвращения исторического названия городу. Автор приходит к выводам, что заслуга в этом деле принадлежит не отдельным личностям или организациям, а массовому народному движению, без которого данная проблема могла бы быть не разрешена до сих пор.

The work is devoted to the Movement for the return to the city on the Neva of the name "St. Petersburg". The relevance of the study is due to the acute political nature of the issue of the return to St. Petersburg of the historical name, as well as the mythology arising around it. The socio-political life of Leningrad during the perestroika years was chosen as the object of the presented research. The subject of the study was the activities of the city's population on the return of its historical city name and the relationship of the public with the government in this matter. The first chapter is devoted to the prerequisites for the formation of the Movement. In the second chapter, the way of the ascent of the initiative to return the city to its name from streets and squares to the walls of buildings representing official institutions of power is considered. The third chapter is devoted to the legal subtleties of the process of changing the name of a city of federal significance, which was and is Leningrad-St. Petersburg. The work relies on a wide range of sources, including archival cases, many of which are introduced into scientific circulation for the first time. The initiators of the return of the historical name of St. Petersburg are determined, in the strictly chronological manner the process of returning the historical name to the city was studied. The author comes to the conclusion that the merit in this matter belongs not to individuals or organizations, but to the mass popular movement, without which this problem could not be resolved until now.
