dc.description.abstract | On the basis of the new archive material and only recently published documentary materials this article reveal little known or insufficiently developed in the scientific literature side of governments’ “democratic counter-revolution” in force during the civil war in the eastern parts of the country. An attempt an objective evaluation, often at odds with the Soviet historiography. It shows not only negative but also some positive trends in their practical work. At issue is the transport policy of the Provisional Government and the Provisional Siberian Regional Government of the Urals. The author believes that she wore inconsistent and contradictory. Intending to promptly restore order in the transport sector, the government made serious miscalculations in determining the core areas and priorities in the implementation of the planned measures. Often there is a mixture, and sometimes the opposition of market and administrative methods. Affected military intervention in the activities of the transport companies.
