Overcoming staff deficiencies at aerospace cluster enterprises: problems to be overcome

Abstract

The paper analyses the reasons behind industrial worker shortages in the conditions of the modernization of Russian industry and the lack of coordination between education and labor markets. The paper is based on two empirical research papers related to a determination of the main problems which appear on the main stages of the industrial workers’ system of education (school — professional educational institution — industrial enterprise). Objects of the research are the enterprises of the Samara region aerospace cluster, the institutions of secondary and higher vocational education which prepare specialists for these companies, and the schools in which career guidance is conducted by these higher vocational education institutions. Using results of the research the author describes the main reasons behind the unpopularity of work and high staff turnover among youth at the industrial enterprises: low wage and lack of professional advancement. The paper assesses career guidance activity in school, its orientation to receiving higher education and distancing from industrial enterprises. Problems of professional education institutions and employers’ opinion of the quality of specialists are also analyzed. The paper offers a system of classification of the vocational education institution graduates, which come to industrial enterprises. The results of the research indicated the key issues in each element of the training system ‘school — vocational school — enterprise’. Refs 12. Table 1.
