Use of artificial intelligence technologies in foreign policy: the case of the USA, China, Great Britain, and Russia

Abstract

Данная выпускная квалификационная работа посвящена изучению применения технологий искусственного интеллекта во внешней политике. В теоретической части работы изложены ключевые концепции и историческое развитие технологий ИИ. Практическая часть включает анализ стратегий и методов применения ИИ в международных отношениях, выявление преимуществ и рисков, связанных с этими технологиями на примере ведущих мировых держав: США, Китая, Великобритании и России. В заключительной части проводится сравнительный анализ подходов рассмотренных стран и выявление основных сходств и различий.

Работа подчеркивает значимость ИИ для внешнеполитической деятельности государств, анализирует текущее состояние и перспективы развития ИИ, а также предлагает рекомендации по безопасному и этичному использованию данных технологий.

This graduation thesis is devoted to the study of the use of artificial intelligence technologies in foreign policy. The theoretical part of the paper outlines the key concepts and historical development of AI technologies. The practical part includes an analysis of strategies and methods of using AI in international relations, identifying the advantages and risks associated with these technologies using the example of the leading world powers: the United States, China, Great Britain and Russia. In the final part, a comparative analysis of the approaches of the considered countries is carried out and the main similarities and differences are identified.

The work highlights the importance of AI for the foreign policy activities of states, analyzes the current state and prospects for the development of AI, and also offers recommendations on the safe and ethical use of these technologies.
