National policy (ethnopolitics) of Uzbekistan at the present stage: internal and external factors

Abstract

ВКР представляет собой результаты изучения национальной (этнополитики) современного Узбекистана. Актуальность работы обусловлена, в первую очередь, полиэтническим характером населения РУз. От проведения грамотной этнополитики зависит политическая стабильность как в стране, так и в регионе.На основании общепринятых подходов к изучению понятий “этничности” и “нации” и производных от них, на базе значительного эмпирического материала анализируется актуальное состояние этнополитического процесса в Республике Узбекистан. Особый акцент в этой работе сделан на анализе законодательной базы (Конституция, Закон “О государственном языке, Закон “О гражданстве”), акторов и способов практической реализации политики идентичности в стране. В работе также используются мнения экспертов и личные наблюдения автора из академической мобильности, что позволяет глубже понять реалии этнополитики в Узбекистане и оценить степень ее эффективности.

The final qualifying work represents the results of studying the national (ethnopolitics) of modern Uzbekistan. The relevance of the work is determined, first of all, by the multi-ethnic nature of the population of the Republic of Uzbekistan. Political stability both in the country and in the region depends on the implementation of competent ethnopolitics. Based on generally accepted approaches to the study of the concepts of “ethnicity” and “nation” and their derivatives, the current state of the ethnopolitical process in the Republic of Uzbekistan is analyzed on the basis of significant empirical material. Particular emphasis in this work is placed on the analysis of the legislative framework (the Constitution, the Law “On the State Language”, the Law “On Citizenship”), actors and methods of practical implementation of identity politics in the country. The work also uses the opinions of experts and the author’s personal observations from academic mobility, which allows us to better understand the realities of ethnopolitics in Uzbekistan and assess the degree of its effectiveness.
