GR institutions in government and business interaction system: Comparative analysis of the BRICS countries

Объект исследования – Governmental Relations как особый институт социального взаимодействия бизнес-структур и органов государственной власти. Предмет исследования – особенности развития GR, определяемые эволюцией моделей социального взаимодействия, форм, технологий и институционально-правовых основ GR-деятельности в государствах БРИКС. В работе проанализирована эволюция GR как особого института согласования интересов коммерческих и общественных организаций с интересами органов государственной власти для обеспечения эффективного развития социально-экономической и политической системы. Выявлены особенности институтов GR и их место во взаимодействии бизнес-структур и власти в странах, входящих в БРИКС. Сделан вывод о том, что универсальной модели коммуникаций власти и бизнеса не существует. В тоже время, вне зависимости от типа складывающихся взаимодействий, главными трендами развития институтов GR являются прозрачность и доступность для большинства акторов. Сформулированы рекомендации по совершенствованию российских лоббистских и GR-структур в государствах БРИКС.

Graduate qualification paper, 84 p., 5 pictures, 2 table, 111 references, 5 appendices. The goal of the paper is a comparative research of GR institutions in the BRICs countries. The object of the research is Governmental Relations as a special institute of social cooperation of business structures and government authorities. Subjects of the research are specialities of GR development determined by evolution of social cooperation's models, forms, technologies and institutional and legal aspects of GR activities in the BRICs countries. GR evolution as a specific institution of alignment of interests and non-governmental organizations with interests of government authorities to provide an effective development of a social-economical and political system are analyzed in the paper. Specialities of GR institutions and its place in cooperation of business structures and power in the BRICs countries are found out. Conclusion is drawn that an universal model of power and business's cooperation doesn't exist. Meanwhile regardless of the type of evolving cooperations,the main trend of development of GR institutions are clarity and accessibility for majority of actors. Recommendations for improving of russian lobbying and GR structures in the BRICs countries are defined.
