dc.description.abstract | The article contains an analysis of the current state of legal support in the field of support for certain types of business activities. Ways for further development of legislation in this area of public relations are proposed. An assessment is made of the current preferential legal regimes for conducting certain types of business activities. In particular, the author focused on special economic zones, industrial parks, a special investment contract and territories of rapid socioeconomic development. The features of regulation are outlined and the problems of each of the considered preferential legal regimes are defined. As a general intermediate result, the thesis is formulated that the implementation of such support tools in practice today is fragmented, and the legal regimes under study do not correlate with each other. Thus, it is stated that currently the existing preferential legal regimes lack consistency and there is no general synchronization of goals. Based on this, the author makes and substantiates theoretical proposals aimed at optimizing and increasing the efficiency of the entire system of measures to support individual sectors of the economy. These theoretical proposals are based on a unified conceptual model of legal regulation of preferential regimes for carrying out entrepreneurial activities. In the author’s opinion, the regulatory and legal design of the new conceptual model should be a separate Federal Law on Preferential Regimes for Business Activities. Within the framework of this legal act, the preferential legal regimes for stimulating investment activity and business support that currently exist rather disparately in relation to each other will be combined into a coherent, orderly system of tools to support certain areas of business activity. | en_GB |
