Chinese FDI in the Russian economy: opportunities and prospects

Abstract

В настоящее время развитие российско-китайских отношений является одной из важнейших тем в контексте дальнейшего взаимодействия. Стратегические цели по увеличению торговли, инвестиций и других форм экономического взаимодействия с Китаем выделяются в качестве одного из направлений "Поворота на Восток". Исследование посвящено исследованию места китайских иностранных инвестиций в российской экономике. Магистерская диссертация в достаточной степени сосредоточена на проблеме инвестиционного климата Российской Федерации, китайских инвестициях в российскую экономику, их распределении и возможных перспективах прямых иностранных инвестиций из Китая в Российскую Федерацию. Особое внимание было уделено динамике инвестиционного взаимодействия во время COVID-19, а также инвестиционным проектам в рамках инициативы "Один пояс – один путь". Заключительная часть работы включает в себя темы, связанные с определением стратегии, которая используется китайскими инвесторами в контексте внешних инвестиций. Кроме того, был проведен SWOT-анализ китайских ПИИ в российскую экономику. Определены ниши, в которых может произойти замещение китайскими инвесторами. Среди них: 1) сектор высоких технологий; 2) проекты, связанные со сферой услуг и розничной торговлей, особенно связанные с туризмом и гостиничной индустрией; 3) энергетический сектор. Китайские ПИИ обладают большим потенциалом для развития российской экономики. В связи с растущими торгово-экономическими связями между Россией и Китаем китайские ПИИ становятся все более конкурентоспособными на российском рынке и имеют все больше возможностей для выхода на российский рынок. Однако для успешного развития китайских ПИИ в России необходимо решить ряд проблем, таких как ограничения на внешние инвестиции и недостаточная защита интеллектуальной собственности. В целом китайские ПИИ могут стать важной составляющей российской экономики, но для этого необходимо продолжать укреплять экономические связи между двумя странами и улучшать условия для иностранных инвестиций.

Currently Russian-Chinese relationship development is one of the major topics in the context of the further mutual interaction. Strategic objectives to increase trade, investment and other forms of economic interaction with China are highlighted as one of the directions of the "Turn to the East". The research is devoted to the topic of Chinese investors’ place in Russian economy. The relevance of the research can be seen in the fact that the question of the place of Chinese partners in Russian economy and in the market as a whole has been arisen recently. The master thesis is sufficiently concentrated on the problem of investment climate of Russian Federation, Chinese investments in Russian economy, its distribution and possible prospects of FDI from China to Russian Federation. Special attention was devoted to the dynamics of the investment interaction during COVID-19 and its peculiarities in the case of One Belt – One Road initiative. The final part includes the topics related to the definition of the strategy which is used by Chinese investors in the context of outward investments. Furthermore, when it comes to the prospects, the SWOT-analysis of Chinese FDI in Russian economy was conducted. The niches where the replacement by Chinese investors may take place are identified. Among them: 1) high technology sector with automobile and household appliance production; 2) customer services and retail projects, especially related to the tourism and hotel industry; 3) energy sector. Chinese FDI has great potential for development in the Russian economy. Due to the growing trade and economic ties between Russia and China, Chinese FDI is becoming more competitive in the Russian market and has more and more opportunities to enter the Russian market. However, for the successful development of Chinese FDI in Russia, it is necessary to solve a number of problems, such as restrictions on external investment and insufficient protection of intellectual property. In general, Chinese FDI can become an important component of the Russian economy, but for this it is necessary to continue to strengthen economic ties between the two countries and improve conditions for foreign investment.
