Russian federalism and resolution of modern state issues

Abstract

Данная выпускная квалификационная работа посвящена комплексному исследованию развития российского федерализма. В работе детально проанализированы общие фундаментальные концепции федерализма, описаны этапы развития федеративных отношений в России, дана характеристика динамике взаимоотношений центра и регионов, определена роль партийной системы в федеративной модели, рассмотрено влияние этнического многообразия на построение федеративных отношений, а также раскрыта роль федерализма в решении государственных проблем современной России. Данное исследование расширяет сложившиеся представления о сущности федерализма, а также раскрывает его потенциальные возможности в процессе решения проблем современного государства.

This graduation paper represents a complex research of development of the Russian federalism. The paper includes analysis of basic, fundamental concepts of federalism, description of the steps of development of federal relations in Russia. Also there given characteristics concerning the dynamics of relations between the federal center and the regions, as well as the determination of the roles of the party system and of the federalism as key instruments of solving governmental problems. There showed the influence of the ethnic diversity on the process of constructing federal relations. The current research is widening the prevailing view about the essence of the federalism, as well as revealing its potential in the process of solving problems of the modern government.
