Analysis of the process of establishing and operating small innovative enterprises at higher education institutions

Abstract

Данная работа посвящена исследованию и анализу процесса создания и функционирования малых инновационных предприятий при вузах. Изучение данной темы весьма актуально, поскольку инновационные фирмы создают новые продукты, могут приводить к технологическим прорывам в отраслях, а также открывать для своей страны новые перспективы. При этом в России малые инновационные предприятия при вузах сталкиваются с рядом проблем, которые препятствуют их развитию. Цель данной научно-исследовательской работы – на основе результатов, полученных при анализе законодательства, деятельности малых инновационных предприятий при лучших вузах РФ, а также полевого исследования, направленного на выявление препятствий для создания таких предприятий и изучение осведомленности студентов и преподавателей о возможности открытия МИП, разработать рекомендации по активизации процесса академического предпринимательства. Ключевыми задачами работы являются: определение ключевых факторов неудач и успехов инновационных предприятий; рассмотрение российского законодательства в области поддержки развития инновационной инфраструктуры и создания МИП вузами; проведение полевого исследования, направленного на выявление препятствий для создания новых малых инновационных предприятий с участием СПбГУ, а также на изучение осведомленности студентов и преподавателей о возможности открытия малого инновационного предприятия при университете; анализ деятельности малых инновационных предприятий при лучших университетах РФ. Научная новизна данной работы заключается в том, что в результате проведенного исследования выявлены препятствия для создания малых инновационных предприятий и показан уровень осведомленности студентов и преподавателей о возможности открытия МИП в СПбГУ, а также представлены рекомендации, нацеленные на активизацию процесса академического предпринимательства.

This work is devoted to the study and analysis of the process of creation and functioning of small innovative enterprises at universities. The study of this topic is very relevant, since innovative firms create new products, can lead to technological breakthroughs in industries, as well as open up new prospects for their country. At the same time, in Russia, small innovative enterprises at universities face a number of problems that hinder their development. The purpose of this research work is based on the results obtained in the analysis of legislation, the activities of small innovative enterprises at the best universities of the Russian Federation, as well as a field study aimed at identifying obstacles to the creation of such enterprises and studying the awareness of students and teachers about the possibility of opening such companies, to develop recommendations for enhancing the process of academic entrepreneurship. The key objectives of the work are: to identify the key factors of failures and successes of innovative enterprises; to review Russian legislation in the field of support for the development of innovative infrastructure and the creation of SIE by universities; to conduct a field study aimed at identifying obstacles to the creation of new small innovative enterprises with the participation of St. Petersburg State University, as well as to study the awareness of students and teachers about the possibility of opening a small innovative enterprise at the university; analysis of the activities of small innovative enterprises at the best universities of the Russian Federation. The scientific novelty of this work lies in the fact that as a result of the study, obstacles to the creation of small innovative enterprises were identified and the level of awareness of students and teachers about the possibility of opening an SIE at St. Petersburg State University was shown, as well as recommendations aimed at activating the process of academic entrepreneurship were presented.
