Foreign cultural policy of Spain in Russia at the beginning of the 21st century

Abstract

Целью магистерской диссертации является оценка эффективности внешней культурной политики Испании в России в начале XXI века. В исследовании рассматриваются официальные документы, используемые государственной властью Испании, совместная нормативно-правовая база межгосударственного взаимодействия с Россией, а также отчеты, доклады и публикации ключевых институтов и акторов испанской политики мягкой силы. Значимой частью работы является определение документальной базы, а также институциональных основ, позволяющих Королевству Испания реализовывать свою внешнюю культурную политику в Российской Федерации. Кроме того, особое внимание уделяется оценке перекрестных годов культур как актуальной формы развития и углубления российско-испанского сотрудничества в сфере культурного взаимодействия. В результате исследования автор приходит к выводу, что в начале XXI века Испания эффективно реализует внешнюю культурную политику в России, опираясь на внушительную нормативно-правовую базу, существующую между двумя государствами, а также используя обширную сеть организаций и институтов, реализующих испанскую внешнюю культурную политику за пределами страны. Проведение перекрестных годов культур показывает высокую эффективность и позволяет расширять и углублять сотрудничество между двумя странами не только в области культуры, но и иных значимых для взаимодействия сферах.

The aim of the master's thesis is to evaluate the effectiveness of Spain's foreign cultural policy in Russia at the beginning of the 21st century. The study examines the official documents used by the Spanish government, the joint regulatory framework for interstate interaction with Russia, as well as reports and publications of key institutions and actors of Spanish soft power politics. A significant part of the work is the definition of the documentary base, as well as the institutional framework that allows the Kingdom of Spain to implement its foreign cultural policy in the Russian Federation. In addition, special attention is paid to the assessment of the cross years of cultures as an actual form of development and deepening of Russian-Spanish cooperation in the field of cultural interaction. As a result of the study, the author comes to the conclusion that at the beginning of the 21st century, Spain is effectively implementing foreign cultural policy in Russia, relying on the impressive legal framework that exists between the two states, as well as using an extensive network of organizations and institutions that implement Spanish foreign cultural policy for outside the country. The holding of cross years of cultures shows high efficiency and allows expanding and deepening cooperation between the two countries not only in the field of culture, but also in other areas significant for interaction.
