The Arctic as a region of cooperation between Russia and the EAEU countries: in search of an optimal model for internationalisation of industrial potential based on the principles of public-private partnership

Abstract

ВКР посвящена проблеме привлечения ресурсов внерегиональных государств, стран-партнеров по Евразийскому экономическому союзу (ЕАЭС), к мегапроекту освоения Российской Арктики на взаимовыгодных условиях как нового вектора развития евразийской экономической интеграции. В работе предпринята попытка разработать и обосновать модель промышленной кооперации для стран ЕАЭС в Российской Арктике, а также определить условия ее реализации. Для достижения цели: - выявлены конкурентоспособные отрасли промышленности арктических регионов, составлена карта территориальных арктических кластеров в промышленной сфере, проведен анализ соответствия направлений действующих и планируемых арктических кластеров концепции умной специализации. Выявлены секторы промышленности, по которым в арктических регионах могут быть выдвинуты кластерные инициативы. - определено, что для реализации совместных проектов стран-партнеров по ЕАЭС в АЗ РФ необходима гармонизация нормативно-правовой базы по классическим формам государственно-частного партнерства (ГЧП). Рекомендовано использование офсетного контракта – механизма, по своей экономической сущности, работающего на принципах ГЧП. - на основе PESTEL-анализа влияния макросреды, составлена карта стратегических рисков. Выявлены точки пересечения национальных интересов стран и «окна возможностей», открывающиеся от развития стратегического сотрудничества в Российской Арктике. Научная новизна определяется тем, что в рамках ВКР разработана авторская модель международного арктического кластера в рамках ЕАЭС и ключевые условия ее результативности: промышленная кооперация в отраслях, имеющих конкурентные преимущества; применение механизмов, основанных на принципах ГЧП для привлечения инвестиций в арктические регионы и развития импортозамещения; цифровизация процессов управления кластером. Практическая значимость исследования заключается в том, что выводы и рекомендации могут быть использованы для разработки региональной кластерной политики, программ и рекомендаций по организации совместных проектов со странами-участниками ЕАЭС по промышленному освоению Арктической зоны Российской Федерации и налаживанию импортозамещения.

The relevance of the graduate qualification work is due to the need to attract the resources of non-regional states, partner countries of the Eurasian Economic Union (EAEU), to the megaproject of the Russian Arctic development on mutually beneficial terms as a new growth path of the Eurasian economic integration. The purpose of the study is to develop and substantiate the pattern of industrial cooperation for the EAEU countries in the Russian Arctic, as well as to determine the conditions for its implementation. The competitive branches of industry of the Arctic regions were identified to achieve the purpose of the study by means of the Balassa and Lafey index computation. A map of territorial Arctic clusters in the industrial sphere was compiled. The analysis of the directions compliance for the existing and planned Arctic clusters with the concept of smart specialization was carried out. The industrial sectors whereby the cluster initiatives in the Arctic regions can be put forward were identified. It is determined that it is necessary to harmonize the regulatory framework according to the classical forms of public-private partnership (PPP) in order to implement joint projects of the partner countries of the EAEU in the Arctic zone of the Russian Federation. It is recommended to use an offset contract – a mechanism, that operates on the principles of PPP in its economic essence, to accelerate industrial cooperation of the EAEU partner countries for import substitution. The PESTEL analysis of the macroenvironmental impact was conducted to identify barriers for the establishment of cooperation between the EAEU countries in the Arctic zone of the Russian Federation, as well as the map of strategic risks was compiled. The points of intersection of the national interests of the countries and the "windows of opportunity" opening up from the development of strategic cooperation in the Russian Arctic were identified. Within the graduate qualification work the author's model of the international Arctic cluster of the EAEU and the key conditions for its effectiveness, such as industrial cooperation in branches with competitive advantages, the use of mechanisms based on PPP principles to attract investment in the Arctic regions and the development of import substitution and digitalization of cluster management processes were developed. The practical significance of the study lies in the fact that the conclusions and recommendations can be used to develop regional cluster policies, programs and recommendations for the organization of joint projects with the EAEU member states on the industrial development of the Arctic zone of the Russian Federation and for the establishment of import substitution.
