The role of multilateral diplomacy in the conflict in the southeast of Ukraine

Abstract

В данном исследовании автором предпринята попытка охарактеризовать усилия многосторонней дипломатии при урегулировании кризиса на юго-востоке Украины, а также выделить группу факторов, препятствующих установлению мира в регионе дипломатическим путем. В данном контексте в работе подробно изучается деятельность и инициативы такого глобального института многосторонней дипломатии, как ООН, а также крупнейших региональных объединений, как ЕС и ОБСЕ. Кроме того, в работе представлен подробный анализ усилий таких ad hoc форматов, как «нормандская четверка» и Трехсторонняя контактная группа. Теоретическая часть исследования посвящена рассмотрению феномена многосторонней дипломатии в урегулировании внутригосударственных конфликтов, а также особенностям возникновения и развития Донбасского конфликта.

The research paper attempts to characterize the efforts of multilateral diplomacy in resolving the conflict in the south-east of Ukraine, as well as to identify a group of factors hindering the establishment of peace in the region through diplomacy. In this regard, the paper examines in detail the activities and initiatives of such a global institution of multilateral diplomacy as the UN, as well as major regional actors such as the EU and the OSCE. In addition, the work provides a detailed analysis of the efforts of such ad hoc formats as the Normandy Format and the Trilateral Contact Group. The theoretical part of the study deals with the phenomenon of multilateral diplomacy in the settlement of intrastate conflicts, as well as the peculiarities of the emergence and development of the Donbass conflict.
