Mathematical and instrumental methods of economic assessment of the consequences of COVID-19

Abstract

В связи с активным распространением COVID-19 возникла необходимость в прогнозировании характера протекания пандемии, а именно количества зараженных и умерших. В результате за последний год большое количество научных исследований было посвящено изучению и поиску надежных методов прогнозирования и оценки характера развития пандемии, то есть в большей мере ученые уделяли внимание гуманитарному аспекту пандемии. Однако, проблема оценки экономического эффекта пандемии и ограничительных мер, направленных на борьбу с COVID-19, остается малоизученной, несмотря на тот факт, что уже прошел год с начала пандемии. В выпускной квалификационной работе дан анализ основных математических методов оценки экономических последствий COVID-19 и с использованием различных инструментальных средств проведены численные эксперименты для количественной оценки финансовых потерь экономики России на трех уровнях: уровне всей экономике, отраслевом и подотраслевом. Информационный поиск научных публикаций по теме ВКР произведен в авторитетных наукометрических базах научных журналов и официальных источниках статистической информации. Отбор релевантных публикаций осуществлен с использованием количественных критериев отбора. Результаты работы могут быть полезны при поиске подходящих методов оценки эффективности мер, предпринимаемых для борьбы c коронавирусной инфекций, с точки зрения экономического аспекта проблемы.

Due to the fast spread of COVID-19 around the globe, it has become necessary to forecast the pandemic’s dynamics as well as the number of the infected and the deceased. Henceforth, over the last year there has been conducted a lot of research dedicated to the problem of mathematical methods of COVID-19 economic impact assessment. In other terms, significant emphasis has been put on the humanitarian faucet of the pandemic rather than its economic aspect. However, the problem of COVID-19 economic impact assessment remains poorly explored, although a year has passed already since the start of the pandemic. In this paper, common methods of coronavirus economic effect assessment are considered and analyzed. In addition, there have been conducted numerical experiments with the use of instrumental tools to assess the financial losses of the Russian economy at the three following levels: level of the overall economic system, industrial and sub-industrial levels. Authoritative databases of peer-reviewed literature and sources of official statistics have served as the basis of information search. Quantitative criteria are used to select relevant scientific publications. The results of the study might be useful in the search of appropriate methods of efficiency assessment of measures taken to slow down the spread of COVID-19 from the economic perspective.
