Cooperation between Russia and UNESCO in the field of cultural heritage preservation at the beginning of the 21st century

Abstract

Современные условия, характеризующиеся повышенной международной напряженностью, возросшим военным потенциалом государств наряду с развивающейся урбанизацией создают вызовы системе сохранения объектов культурного наследия. В данном контексте актуальность развития взаимодействия ведущих акторов международного культурно-гуманитарного сотрудничества трудно переоценить. В рамках данной выпускной квалификационной работы рассматривается вопрос сохранения объектов всемирного культурного наследия через призму сотрудничества Российской Федерации и Организации Объединенных Наций по вопросам образования, науки и культуры в XXI веке. В исследовании представлено комплексное определение понятия материального культурного наследия, закрепленное в законодательстве Российской Федерации и в международных нормативно-правовых актах ЮНЕСКО, а также рассмотрены актуальные формы, методы и проблемы его сохранения. Автор данной выпускной квалификационной работы приходит к выводу о необходимости координации совместных усилий России и ЮНЕСКО с целью развития национальной системы охраны историко-культурных памятников, что включает в себя: реформирование государственной системы мониторинга, налаживание системы продвижения национальных объектов для номинации в Список всемирного наследия, развитие совместных проектов, направленных на сохранение материального культурного наследия и т. д.

Modern conditions, characterized by heightened international tensions, the increased military potential of states along with developing urbanization, pose challenges to the system of preservation of cultural heritage sites. In this context, the relevance of the development of the interaction of the leading actors of international cultural and humanitarian cooperation can not be overestimated. Within the framework of this work, the issue of preservation of the World Cultural Heritage sites is considered through the prism of cooperation between the Russian Federation and the United Nations Educational, Scientific and Cultural Organization in the XXI century. The thesis presents a comprehensive definition of the concept of tangible cultural heritage, enshrined in the legislation of the Russian Federation and in international normative legal acts of UNESCO, and also discusses the current forms, methods and problems of its preservation. The author of this graduate qualification work concludes that it is necessary to coordinate the joint efforts of Russia and UNESCO in order to develop a national system for the protection of historical and cultural monuments, which includes: reforming the state monitoring system, setting up a system for promoting national sites to be nominated for the World Heritage List, developing joint projects aimed at preserving tangible cultural heritage, etc.
