The functions of South-South cooperation in the structure of India’s soft power

Abstract

В представленной работе выявляются функции кооперации Юг-Юг, реализуемые ею в рамках структуры «мягкой силы» Индии, при этом под функциями кооперации Юг-Юг понимаются и её функции как компонента «мягкой силы», и её функции как внутреннего фактора "мягкой силы", влияющего на другие её компоненты. В результате проведённого исследования выявлено, что в структуре «мягкой силы» Индии кооперация Юг-Юг как источник выполняет функцию трансляции ценностей уважения суверенитета и территориальной целостности всех стран, суверенного равенства наций, содействия сотрудничеству, невмешательства во внутренние дела других государств и воздержания от интервенции, ненасильственного сопротивления и развития, при этом особую значимость трансляция этих ценностей приобретает в условиях интенсивного экономического развития как стран глобального Юга в целом, так и Индии в частности. Как внутренний фактор кооперация Юг-Юг закрепляет в ценностной системе «мягкой силы» Индии принципы ненасилия, примата интересов развивающихся стран, мирного сосуществования в регионе и стимулирует создание специализированных институтов, которые способствовали бы непосредственной трансляции этих ценностей через техническую, экономическую и гуманитарную помощь.

The given paper defines the functions of the South-South cooperation implemented within the structure of the Indian "soft power", herewith the functions of the South-South cooperation are understood both as functions of the "soft power" component and as functions of the "soft power" internal factor affecting other its components. The research has revealed that, within the structure of the Indian "soft power", the South-South cooperation as a particular soft power source implements the function of translation of such values as the respect for the sovereignty and territorial integrity of all countries of sovereign equality of Nations, the promotion of cooperation, non-interference in the internal Affairs of other States and refraining from intervention, non-violent resistance and development, herewith the transmission of these values gains a particular importance in the context of intensive economic development of the global South in General and of India in particular. As an internal factor, the South-South cooperation enshrines the principles of non-violence, primacy of interests of developing countries, peaceful coexistence in the region in India's soft power system, and encourages the creation of specialized institutions that would facilitate the direct translation of these values through technical, economic and humanitarian assistance.
