The role of ethnic diasporas in the socio-political life of contemporary Canada: a case study of Russian and Ukrainian diasporas

Работа посвящена выявлению степени участия этнических диаспор в общественно-политической жизни современной Канады на примере русской и украинской диаспор. Рассматривается понятие этнической диаспоры, становление и развитие политики мультикультурализма в Канаде. Прослеживаются основные этапы русской и украинской иммиграции в Канаду. Анализируется степень общественно-политической активности членов русской и украинской диаспор. Указанные диаспоры сравниваются на этапе формирования и на современном этапе. Автор приходит к выводу, что степень участия этнической диаспоры в общественно-политической жизни страны пребывания определяется уровнем развития конкретной диаспоры. Этот уровень определяется выраженностью этнического самосознания у членов диаспоры, стремлением к сохранению родной культуры, уровнем консолидации диаспоры, наличием общих интересов и способностью лоббировать их в органах власти. Подчеркивается, что украинская диаспора в Канаде достигла высокой степени развития и эффективно отстаивает свои интересы во властных структурах. Отмечается, что русская диаспора является «зарождающейся» в связи с чем, ей не удается оказывать существенного влияния на общественно-политические процессы в стране.

The paper is devoted to identifying the extent to which ethnic diasporas are involved in the socio-political life of contemporary Canada. It considers the notion of ethnic diaspora, the formation, and development of the multiculturalism policy in Canada. It shows the main immigration stages. It analyzes the level of socio-political engagement of Russian and Ukrainian diasporas. The mentioned diasporas are compared at the stage of formation as well as at its current stage. The author comes to the conclusion that the extent to which one diaspora is engaged in the socio-political life of a receiving country is determined by the level of development of a specific diaspora. This level is defined by the intensity of its ethnic consciousness, by the eagerness to preserve its native culture, by the degree of consolidation of the diaspora, by the presence of common interests and the ability to lobby the authorities to satisfy these interests. It is emphasized that the Ukrainian diaspora has achieved a high level of development and thus can advance its interests in the power structures. It is noted that the Russian diaspora is “incipient” one, hence it cannot have any considerable impact on the socio-political processes in the country.
