Developing a Financial Model for Public-Private Partnerships in Hospitals: A Pilot Project for the St. Petersburg Children's Hospital #5

Abstract

The goal of the thesis is to develop a financial models of public-private partnership (PPP) in hospitals and their application to the St. Petersburg Children's Hospital №5. To achieve the goal there were set up the following objectives: the study of types, forms and modern trends of development of PPP worldwide, elaboration of an approach to develop financial models for PPP hospitals, identification of financial performance drivers of hospitals, development of financial models for PPP hospitals, implementation them to the hospital #5 and evaluation of the developed financial models. The objectives are completed, and the goal is achieved. On the basis of the elaborated methodology there was developed three financial PPP models for hospitals, comparative analysis and evaluation of each of them was performed and the most optimal financial model was found. In addition, the recommendations for the development of PPP in health care are suggested.
