The way to peace in Colombia

Abstract

Сегодня Колумбия стоит на пороге значительных изменений- властям удалось заключить мирное соглашение с наиболее сильной из партизанских группировок (Революционные Вооруженные Силы Колумбии- Армия Народа), политический конфликт- с применением крайних форм насилия- с которой продолжался более полувека. Группировка менялась с течением времени и потеряла поддержку от народа страны, произошло её сращивание с наркобизнесом. Это вызывало всё большую обеспокоенность Правительства, которое с приходом к власти Х.М.Сантоса, встало на бесповоротный путь решения конфликта. Переговоры были тяжёлыми, к ним привлекалось международное сообщество и народ Колумбии, они постоянно попадали под угрозу срыва. Однако, от реализации договоренностей зависит будущее страны, которой необходимы изменения в сфере безопасности, социального обеспечения, сельского хозяйства и промышленности, политической системе, здравоохранения. Но в политической элите нет единого согласия, ведь война принесла множество жертв, существуют противники соглашений. Также ситуация осложнена незаконченной войной с другой партизанской группировкой (Армия Национального Освобождения) и наличием множества криминальных структур, связанных с наркобизнесом. В работе исследуются причины конфликта, его динамика и формы, участники, акцент сделан на оформленный этап переговоров и реализацию соглашений.

Colombia today stands on the threshold of the grate changes-the authorities managed to conclude a peace agreement with the most powerful of the guerrilla groups (the Revolutionary Armed Forces of Colombia - People's Army), the political conflict- with the use of extreme violence - which which lasted more than half a century. The group has varied over time and lost support from the people of the country, happened its merging with drug trafficking. This caused increasing concern of the Government, that since coming to power H. M. Santos, stood on the irrevocable solution to the conflict. The negotiations were difficult, they were involved in the international community and the people of Colombia, they constantly came under breakdown. However, the implementation of agreements influencing the future of the country, which required changes in the sphere of security, social welfare, agriculture and industry, political system, health. But in the political elite there is no single consensus, because the war brought many casualties, there are opponents of the agreements. The situation is complicated by the pending war with the other guerrilla group (National Liberation Army) and the presence of many criminal organizations associated with drug trafficking. This paper investigates the causes of the conflict, its dynamics and shape, the participants, the emphasis is on the official stage of the negotiations and implementation of agreements.
