The principle of social justice in the development of the Arctic's migration policy

Abstract

Работа посвящена выявлению принципов социальной справедливости, исследованию необходимости их применения как основы формирования миграционной политики в Арктике на примере Арктической зоне Российской Федерации (АЗРФ). Автор дает определения ключевым понятиям исследования «социальная справедливость», «миграционная политика», «Арктическая зона Российской Федерации», изучает использование принципов социальной справедливости в международных документах. На примере деятельности международных организаций, стран – членов Арктического совета был рассмотрен опыт и перспективы применения принципов социальной справедливости в формировании миграционной политики. Автор рассматривает институты Российской Федерации, определяющие миграционную политику, а также законодательную базу, как на федеральном уровне, так и на уровне субъектов АЗРФ. Результат исследования показывает, что основной проблемой остается вопрос об обеспечении прав коренных малочисленных народов Севера, которых затрагивают интерес промышленности и бизнеса к имеющимся на их территориях ресурсам, столкновение потребностей местного коренного и пребывающего трудоспособного населения.

The work is devoted to the identification of the principles of social justice, the study of the need for their application as the basis for the formation of migration policy in the Arctic on the example of the Arctic zone of the Russian Federation. (Russian Arctic). The author defines the key definitions of the study "social justice", "migration policy", "Arctic zone of the Russian Federation", studies the use of the principles of social justice in international documents. On the example of the activities of international organizations, member countries of the Arctic Council, the experience and perspectives of applying the principles of social justice in the formation of migration policy were examined. The author considers the institutions of the Russian Federation defining migration policy, as well as the legislative base, both at the federal level and at the level of the subjects of the Russian Arctic. The main problem remains the issue of securing the rights of indigenous minority of the North, who are affected by the interest of industry and business to the resources available at their territories, the collision of the needs of the local indigenous and able-bodied population.
