France's approach to the issue of European security under Nicolas Sarkozy and François Hollande: A comparative analysis

Выпускная квалификационная работа представляет собой исследование, посвященное анализу важнейших на современном этапе проблем европейской безопасности и подходу одной из лидирующих европейских стран – Франции, – к решению этих проблем. Следующие сюжеты были выбраны в качестве рассматриваемых проблем: взаимодействие Франции с ЕС и НАТО в сфере европейской безопасности, международный терроризм, секьюритизация миграции. Цель работы заключается в выявлении элементов преемственности политического курса Франсуа Олланда в сфере европейской безопасности и «разрыва» с политикой предшественника, Николя Саркози. В результате проведенного исследования были сделаны следующие выводы: в политике Франсуа Олланда прослеживаются элементы преемственности, в то же время она характеризуется безынициативностью, меньшей самостоятельностью; в отличие от своего предшественника, балансирующего между европеизмом и атлантизмом, к концу своего президентского срока Ф. Олланд из проамериканского президента превратился в «радикального атлантиста». Франция в 2007-2017 годах остается приверженной идее развития политики безопасности в рамках Европейского Союза, однако в этой сфере деятельность президентов оказалась безрезультатной. Оба президента поддерживали идею сотрудничества ЕС и НАТО в борьбе против терроризма. Франсуа Олланд стремился бороться с процессом секьюритизации миграции, обостренным в ходе президентства Николя Саркози, однако террористические акты 2015-2016 годов сдвинули общественные настроения во Франции вправо.

The graduation qualification work is a study devoted to the analysis of the most important problems of European security at the current moment and the approach of one of the leading European countries - France - to their solving. The following subjects were chosen as issues under consideration: France's engagement with the EU and NATO in the field of European security, international terrorism, securitization of migration. The aim of the work is to identify elements of Francois Hollande's continuity in the field of European security and the “rupture” with the policy of his predecessor, Nicolas Sarkozy. The following conclusions were made: in the Francois Hollande's policy can be seen the elements of continuity, at the same time it is characterized by independence and lack of initiative. Unlike his predecessor, who was balancing between Europeanism and Atlanticism, at the end of his presidential term from the pro-American president F. Hollande turned into a “radical Atlanticist”. France in 2007-2017 remains committed to the idea of developing a security policy within the European Union, but in this area the presidents' activity remained fruitless. Both presidents supported the idea of cooperation between the EU and NATO in the fight against terrorism. Francois Hollande sought to combat the process of securitization of migration, aggravated during the presidency of Nicolas Sarkozy, but the terrorist attacks in 2015-2016 shifted French public opinion to the right.
