Effective investment in skills in XXI century. Tentative comparative analysis in Russia and Finland

Abstract

В условиях экономической нестабильности и возрастающей нагрузки на государственный бюджет, обеспечивающий общее образование, возникает спрос на решение проблемы эффективного распределения средств в этой сфере. Учитывая изменения, влияющие на подходы к обучению в школах, изменения образовательных стандартов, требующих развивать относительно новые компетенции, важно предусмотреть возможность плавного и экономически эффективного перехода к управлению этими изменениями. Настоящая работа посвящена изучению успешного опыта Финляндии в сфере реформирования системы образования.In conditions of economic instability and the increasing pressures on the state budget, which provides general education, there is a demand for an effective solution to the problem of distribution of resources in this area. Given the changes that affect the learning approaches in schools, changes in educational standards that require relatively develop new competencies, it is important to provide for a smooth and cost-effective transition to managing these changes. This paper studies the successful experience of Finland in educational reform.
