European Union policy towards Central Asian region on the example of the Kyrgyz Republic and the Republic of Kazakhstan

Abstract

В диссертации исследуется один из актуальных вопросов современных международных отношений – сотрудничество между Европейским Союзом и государствами Центральной Азии на примере Кыргызской Республики и Республики Казахстан. Акцентируя внимание на приоритетах стратегий ЕС по отношению к центрально-азиатскому региону 2007 и 2019гг. проведен сравнительный анализ по ключевым положениям этих документов, касающихся регионального сотрудничества государств Центральной Азии. В диссертации также рассматриваются другие региональные и глобальные акторы, участвующие в сотрудничестве с Центральной Азией (такие как Китай, Россия, США, др.), и оценивается их потенциал взаимодействия с Европейским Союзом для более эффективного совместного решения существующих проблем в регионе. Автором рассмотрена и проанализирована динамика сотрудничества между Европейским союзом и рассматриваемыми в диссертации странами Центральной Азии, где были проанализированы проблемы и возможные пути их решения в этой связи, а также представлены рекомендации по повышению эффективности сотрудничества между двумя сторонами.The thesis researches one of the topical issues of modern international relations - cooperation between the European Union and the states of Central Asia on the example of the Kyrgyz Republic and the Republic of Kazakhstan. Emphasizing on the priorities of the EU strategies in relation to the Central Asian region in 2007 and 2019, a comparative analysis was carried out on the key provisions of these documents that are related to regional cooperation between the Central Asian states. The paper also examines other regional and global actors involved in cooperation with Central Asia (such as China, Russia, the United States, etc.), and assesses their potential for interaction with the European Union for a more effective joint solution of existing problems in the region. The author reviews and analyzes the dynamics of cooperation between the European Union and the countries of Central Asia that are addressed in the thesis, within which the problems and possible solutions in that regard are analyzed, and recommendations are made to improve the effectiveness of cooperation between the two parties.
