The Current Problems of Intercultural Dialogue Between France and Its Former Colonies

Abstract

Актуальность нижеизложенного исследования определяется, в первую очередь, тем, что межкультурный диалог, выступающий одной из основных форм взаимодействия, часто недооценивается на фоне политической и экономической составляющих. Кроме того, именно он определяет, зачастую, действия и мотивы акторов на международной арене. Наконец, учитывая происходящий пересмотр значения и значимости силы в мировой политике, важным представляется увеличение роли культурной дипломатии. Целью данного исследования является выявление текущих проблем и тенденций в рамках межкультурного диалога Франции и её бывших колоний. Научная новизна работы и её практическая значимость определяются полученными результатами, которые могут быть использованы в рамках анализа культурной политики Франции, а также в рамках прогнозирования направленности и определения характера мягкой силы Пятой республики в различных региональных системах. В ходе работы был выявлен ряд тенденций, характерных для французской модели культурного обмена. При оценке нынешней ситуации в сфере культурного обмена было выявлено, что определяющее значение принадлежит государственным программам и инициативам, которые вернее всего характеризуются через призму культурной дипломатии.The relevance of the study below is determined, first of all, by the fact that intercultural dialogue, which is one of the main forms of interaction, is often underestimated against the background of political and economic components. In addition, it is it that often determines the actions and motives of actors in the international arena. Finally, given the ongoing revision of the meaning and significance of power in world politics, an increase of the role of cultural diplomacy is of a high importance. The purpose of this study is to identify current problems and trends in the framework of the intercultural dialogue of France and its former colonies. The scientific novelty of the work and its practical significance are determined by the results obtained, which can be used in the analysis of the cultural policy of France, as well as in the framework of forecasting the direction and determining the nature of the soft power of the Fifth Republic in various regional systems. In the course of the work, a number of tendencies characteristic of the French model of cultural exchange were revealed. In assessing the current situation in the field of cultural exchange, it was revealed that the decisive importance belongs to state programs and initiatives that are most likely characterized through the prism of cultural diplomacy.
