Soviet government and the Spanish Civil War 1936–1939: evolution of foreign policy decisions

Abstract

В процессе определения основных факторов, влиявших на внешнеполитический курс СССР в отношении Испании, была изучена международно-политическая конъюнктура в Европе, описаны внешнеполитические интересы великих держав, определявшие как характер взаимоотношений западноевропейских демократий и фашистских режимов с СССР, так и выбор внешнеполитических подходов к событиям в Испании 1936-1939 гг. Основными факторами, влиявшими на процесс формирования внешнеполитических решений, называются: подъем фашистского движения в Европе, агрессивная антикоммунистическая риторика стран оси Берлин-Рим, процесс формализации итало-германского военно-политического союза, англо-советские и франко-советские переговоры по проблеме формирования системы коллективной безопасности. Были выявлены ключевые характеристики системы взаимоотношений СССР и Испанской Республики. Раскрыта специфика советско-испанских отношений, описана иерархия субъектов советской внешней политики в Испании и охарактеризована их деятельность через призму следующих показателей: уровень эффективности деятельности и её оценка советским руководством, степень автономности в принятии решений и уровень коммуникативности отношениях с органами государственной власти и политическими силами Народного Фронта Испании. Анализ протоколов решений Политбюро ЦК ВКП (б), принятых в период с 1936 по 1939 г., позволил определить основные этапы в эволюции внешнеполитического курса СССР в отношении событий Гражданской войны в Испании, рассмотреть гипотетические сценарии, возможные в случае принятия альтернативных внешнеполитических решений, продемонстрировать ориентацию советского правительства на обеспечение национальной безопасности СССР как господствующий внешнеполитический приоритет.

In the order of determine the main factors influenced the USSR's foreign policy course towards Spain, the international political situation in Europe was considered, the foreign policy interests of the great powers were described, which determined both the nature of the relationship between Western European democracies and fascist regimes with the USSR, and the choice of foreign policy approaches to the processes of Civil War in Spain 1936-1939. The main factors influenced the process of forming soviet foreign policy decisions are: the rise of the fascist movement in Europe, the aggressive anti-communist rhetoric of the Berlin-Rome axis countries, the process of formalization of the Italo-German alliance, Anglo-Soviet and Franco-Soviet negotiations on the formation of a collective security system. The key characteristics of the system of relations between the USSR and the Spanish Republic were identified. The specifics of Soviet-Spanish relations are revealed, the hierarchy of subjects of Soviet foreign policy in Spain is described and their activities are characterized through the prism of the following indicators: the level of efficiency and its assessment by the Soviet government, the degree of autonomy in the decision-making process and the level of communication in relations with public authorities and political forces of the Popular Front of Spain. The analysis of the protocols of the decisions of the Politburo of the Central Committee of the All-Union Communist Party (bolsheviks) allowed to identify the main stages in the evolution of the USSR's foreign policy course in relation to the events of the Spanish Civil War, to consider hypothetical scenarios which has been possible in the case of alternative foreign policy decisions, to demonstrate the orientation of the Soviet government to ensure the national security of the USSR as the dominant foreign policy priority.
