Evaluation of Tender’s Bids in the Field of Russian Public Procurement

Abstract

Тема выпускной квалификационной работы "Оценка конкурсных предложений в сфере государственных закупок" Выпускная квалификационная работа состоит из введения, трех глав, поделенных на параграфы, заключения и списка использованных источников. Во введении обоснована актуальность темы исследования, цель и задачи исследования. В первой главе рассматриваются международная практика применения различных методик перевода количественных предложений поставщиков в баллы, которые в неизменном или модифицированном виде были использованы в РФ. Вторя глава посвящена Постановлению Правительства РФ от 31 декабря 2021 г. N 2604 "Об оценке заявок на участие в закупке товаров, работ, услуг", в частности, отдельным правилам оценки различных критериев сравнения предложений поставщиков. В главе 3 рассматриваются результаты применения конкурсной процедуры в практике закупок государственных заказчиков Санкт-Петербурга и ЛО. В заключении приведены основные выводы, полученные в результате проведенного исследования.

The topic of the graduation thesis is "Evaluation of Tender’s Bids in the Field of Russian Public Procurement". The graduate qualification work consists of an introduction, three chapters, divided into paragraphs, a conclusion and a list of references. The introduction substantiates the relevance of the research topic, purpose and objectives of the study. The first chapter discusses international practice in the application of various methods of converting quantitative supplier bids into points, which have been used in the Russian Federation either unchanged or in a modified form. The second chapter is devoted to Decree No. 2604 of the Russian Government dated December 31, 2021 "On evaluation of bids for the procurement of goods, works and services", in particular, to specific rules for evaluation of various criteria for comparison of suppliers' bids. Chapter 3 discusses the results of application of the tender procedure in the procurement practice of public customers of St. Petersburg and Leningrad Oblast. The conclusion contains the main conclusions drawn as a result of the research.
