The Implementation of IVF for the Purpose of Birth Rate Stimulation in Russian Federation

Abstract

Сегодня в Российской Федерации наблюдаются многие демографические проблемы, негативной тенденцией также является ежегодное сокращение рождаемости. Одной из причин этого является ухудшение репродуктивного здоровья людей, в том числе молодого населения. Наиболее эффективным способом борьбы с бесплодием является экстракорпоральное оплодотворение. В работе анализируется текущий опыт использования ЭКО в России и Санкт-Петербурге, а также предоставляются рекомендации для клиник ЭКО, государственных органов и территориальных фондов ОМС по увеличению вклада ЭКО в повышение рождаемости в РФ и эффективности его применения. В процессе написания работы использовались такие методы стратегического анализа, как PEST-анализ, анализ 5 сил М. Портера, стратегические карты конкуренции, методология цепочек добавления стоимости М. Портера, методика оценки конкурентоспособности региональных кластеров. Также анализировался международный опыт применения ЭКО. В результате были сформулированы релевантные рекомендации по повышению качества лечения и ценности медицинской помощи для пациентов при проведении ЭКО. Также были предложены способы по увеличению эффективности экстракорпорального оплодотворения за счет средств ОМС.

Nowadays, the annual decrease in birth rate is one of the existing problems in Russian Federation. Various significant reasons influence the negative tendency including reproductive health problems among young population. One of the most effective techniques for infertility treatment is IVF. The paper discusses the application of IVF in Russia and Saint-Petersburg, provides recommendations for IVF centres and also gives suggestions for IVF clinics, state authorities and territorial compulsory medical insurance funds on how to increase the general effectiveness of the procedure as well as on how IVF can stimulate birth rate in the Russian Federation. In the course of the work various methods of strategic analysis were used: PEST-analysis, M. Porter's 5 forces analysis, strategic maps of competition, M. Porter's Value Chain Model and M. Porter's "rhombus" model for the study of national competitive advantages. The international experience of IVF application was also analyzed. As a result, relevant recommendations were formulated to improve the quality of treatment and the value of medical care for patients undergoing IVF. Additional opportunities to increase the efficiency of IVF provided by state health insurance system were also suggested.
